Ottawa: Canada has rolled out a series of immigration and refugee system reforms aimed at reducing case backlogs, improving processing efficiency, and accelerating decisions for individuals seeking protection in the country. The changes, introduced under Bill C-12, have brought new timelines and procedures for asylum seekers while retaining safeguards for vulnerable applicants.
Under the revised framework, individuals seeking refugee protection will face stricter eligibility deadlines. Those entering Canada through unofficial border crossings from the United States will now be required to file their asylum claims within 14 days of arrival. Authorities say the measure is intended to ensure timely processing and discourage prolonged delays in filing applications.
The reforms also focus on modernising the refugee application system through greater use of digital submissions and stricter documentation requirements. Immigration officials believe the move will help streamline procedures and reduce the growing number of pending cases before the country’s refugee authorities.
Another significant change grants immigration authorities expanded powers to share relevant applicant information with federal and provincial agencies to improve coordination and administrative efficiency. The government has also been given broader authority to review, suspend, or modify immigration-related documents such as visas, study permits, and work permits when deemed necessary in the public interest.
Despite the tighter timelines, Canadian authorities have maintained protective measures for individuals facing genuine threats in their home countries. Applicants who become ineligible under the new rules may still seek a Pre-Removal Risk Assessment, a mechanism designed to ensure that no person is returned to a country where they could face persecution, violence, or threats to their safety.
Officials say the reforms are intended to create a faster and more responsive refugee system while balancing humanitarian commitments with immigration management objectives.
