CM Bhagwant Singh Mann-led Cabinet Pushes Reforms and Citizen-Centric Governance

CHANDIGARH: The Punjab Cabinet, under Chief Minister Bhagwant Singh Mann, on Monday approved a series of administrative and governance reforms aimed at easing citizens’ interactions with the state government. The Cabinet upgraded Sub-Tehsil Banur in SAS Nagar to a full-fledged Tehsil, created Hariana as a new Sub-Tehsil in Hoshiarpur, and pushed amendments to modernize land revenue laws with digital records. Additionally, a one-time age relaxation was granted to Special Teacher Educators under the Samagra Shiksha program, ensuring continuity of inclusive education for children with special needs.

Amendments to the Punjab Land Revenue Act, 1887, aim to reduce unnecessary litigation, give legal recognition to digital records and signatures, and strengthen transparency and efficiency in land administration. Citizens can now use the state’s e-services portal to apply online for land-related procedures such as Khangi Taqseem (family partition), making land demarcation, dispute resolution, and Zamabandi issuance faster and more convenient.

CM Mann emphasized that these reforms reflect the government’s commitment to citizen-first, service-oriented governance. The decisions are expected to significantly ease access to administrative services, reduce long-distance travel for routine work, and retain trained Special Teacher Educators without imposing any additional financial burden on the state exchequer.
