Mohali: A special CBI court in Mohali has declared Thakur Dalip Singh a proclaimed offender in connection with the 2015 car bomb blast case after he repeatedly failed to appear before the court.
The case relates to an FIR registered following a car explosion on December 4, 2015, which triggered a long-running investigation. According to officials, the accused could not be apprehended during the probe as he is believed to have left the country soon after the incident.
Despite non-bailable warrants issued against him in 2021, enforcement agencies were unable to execute them as he remained outside India. Subsequently, the Central Bureau of Investigation issued a Look-Out Circular in June 2021, which has since been periodically renewed.
Investigators later filed a chargesheet on December 31, 2022, in his absence, and the case proceeded under provisions allowing trial of an absconding accused. The situation escalated further when Interpol issued a Red Corner Notice on December 4, 2023, though his whereabouts continue to remain unknown.
Officials also noted that the accused is linked to multiple other serious cases registered in Ludhiana, including allegations connected to high-profile murders and conspiracy plots. His name has surfaced in investigations related to the killing of Mata Chand Kaur as well as alleged conspiracy attempts targeting religious figures.
With the latest court order, proceedings in the decade-old blast case will continue against the accused in absentia, while agencies continue efforts to trace and extradite him.
