Punjab Government Drops Departmental Charges Against Senior IPS Officer SPS Parmar

Chandigarh: The Punjab Government on Friday completely exonerated senior Indian Police Service (IPS) officer Surinder Pal Singh (S.P.S.) Parmar, dropping all departmental charges initiated against him in connection with an alleged driving licence irregularity case. Official orders issued by the state Home Department confirmed that the formal disciplinary proceedings against the 1997-batch officer stand closed, with his suspension period designated to be treated as active duty.

Parmar, who holds the rank of Additional Director General of Police (ADGP) and serves as ADGP Law and Order, was placed under suspension in May 2025 while heading the Punjab Vigilance Bureau as its Chief Director. The administrative action followed allegations regarding oversight lapses in an investigation into driving test centres and Regional Transport Offices. Following an initial review, his suspension was revoked in August 2025, after which he was reinstated into active service.

A detailed departmental inquiry conducted by Special Director General of Police Arpit Shukla under the All India Services (Discipline and Appeal) Rules, 1969, concluded that the evidentiary record failed to substantiate any charges of misconduct or dereliction of duty against the senior officer. The report noted that statutory protocols under Section 17-A of the Prevention of Corruption Act, 1988, were duly adhered to during administrative procedures.

Upon reviewing the findings of the inquiry report, the Governor of Punjab formally approved the complete closure of the disciplinary proceedings, leading the state government to issue official orders restoring the officer’s service record without prejudice.
