NEW DELHI / PUNJAB, April 10, 2026: Punjab Chief Minister Bhagwant Singh Mann met Union Food and Public Distribution Minister Pralhad Joshi in New Delhi and raised several key issues related to farmers, mandis and storage challenges in the state. The meeting resulted in a major relief, with the Centre agreeing to run special trains to lift 155 lakh metric tonnes of foodgrains from Punjab.

This move is expected to ease the growing storage crisis in the state ahead of the ongoing Rabi Marketing Season.

Foodgrain Lifting to Address Storage Crisis

CM Mann highlighted that Punjab is facing an acute shortage of storage space, as existing godowns are almost full. Around 180.88 lakh metric tonnes of foodgrains are already stored, while the total capacity is nearly 183 lakh metric tonnes.

With the procurement of 130–132 lakh metric tonnes of wheat expected this season, the Chief Minister stressed the urgent need for faster lifting of existing stock.

He also pointed out that slow movement of foodgrains has worsened the situation, with only about 5 lakh metric tonnes being moved per month in recent months. He urged the Centre to increase this to at least 12 lakh metric tonnes per month or explore alternative measures like enhanced distribution under central schemes.

RDF Dues, Interest Burden and Arhtiya Issues Raised

During the meeting, CM Mann raised the issue of ₹9,000 crore pending under the Rural Development Fund (RDF), calling for its immediate release. He said the funds are crucial for improving mandi infrastructure and rural roads.

He also flagged the issue of high interest rates on Cash Credit Limit (CCL), stating that Punjab is paying higher interest compared to what is allowed under central guidelines. This results in an additional financial burden of around ₹500 crore every season.

The Chief Minister further highlighted the concerns of arhtiyas (commission agents), who have been demanding a commission of 2.5% of the Minimum Support Price (MSP). He noted that the recent marginal increase by the Centre has not satisfied them.

In addition, he raised issues related to pending EPF payments of mandi labourers and requested that withheld payments be released to reduce financial stress on stakeholders.

Centre Assures Positive Action

CM Mann said that the Union Minister responded positively to all the concerns raised and assured follow-up action. He informed that a Secretary-level meeting will soon be held to create a mechanism for releasing pending dues, including RDF.

He emphasized that Punjab plays a critical role in India’s food procurement system, and timely support from the Centre is essential to ensure smooth procurement operations and protect farmers’ interests.

The Chief Minister reiterated that the Punjab government remains committed to safeguarding the rights of farmers and ensuring that all pending issues are resolved through coordination with the Centre.
