Chandigarh: Haryana Chief Minister Nayab Singh Saini on Monday said that the State should make optimum use of modern technologies to promote clean air, green transportation and sustainable development. He directed officers to develop a dedicated portal to simplify, streamline and bring greater transparency to the registration and scientific disposal of scrapped (end-of-life) vehicles.

The Chief Minister said the proposed portal would enable citizens to register their private vehicles and government departments to register obsolete officers’ vehicles online, making the entire process of vehicle scrapping, registration and related procedures more convenient, efficient and transparent. He also directed officers to expedite the establishment of electric vehicle (EV) charging stations across the State.

Nayab Singh Saini was chairing the second Board meeting of the Artificial Intelligence for Resilient Jobs, Urban Air Quality and Next Generation Skills Council (ARJUN SPV) at the Haryana Civil Secretariat in Chandigarh.

The meeting was attended by Agriculture and Farmers’ Welfare Minister, Shyam Singh Rana, Chief Principal Secretary to Chief Minister, Rajesh Khullar, Principal Secretary to Chief Minister, Arun Kumar Gupta, along with Administrative Secretaries and senior officers of various departments.

The Board undertook a detailed review of the Annual Action Plan for 2026–27 under the Haryana Clean Air Project for Sustainable Development (HCAPSD). Discussions focused on departmental targets, the progress of ongoing projects and measures to ensure their timely implementation.

The Chief Minister directed officers to complete all initiatives relating to clean air, modern public transport, promotion of electric vehicles, industrial pollution control and agricultural residue management within the prescribed timelines so that Haryana can further strengthen its position among the country’s leading states in environmental conservation and sustainable development.

Review of Electric Bus Services and Green Mobility Projects

The progress of expanding electric bus services in Gurugram and Faridabad, including the development of bus depots, creation of charging infrastructure and preparations for operating 200 electric buses in the next phase under the Public-Private Partnership (PPP) model was also reviewed. Furthermore, progress on developing the necessary infrastructure for introducing electric bus services in Sonipat was also discussed.

The Chief Minister directed officers to accelerate the installation of EV charging stations across Haryana to encourage greater adoption of electric vehicles and ensure easy access to charging facilities for citizens.

Review of the proposed amendments to the State’s Electric Vehicle Policy, plans to establish 100 EV charging stations across Haryana and initiatives to promote clean and environmentally friendly technologies among Micro, Small and Medium Enterprises (MSMEs) was also done.

Detailed discussions were also held on making crop residue management more effective, launching extensive awareness campaigns for farmers and adopting demand assessment and technological interventions for the scientific management of agricultural residues.

AI-Based Air Quality Management

The Board also reviewed measures to strengthen air quality management, including the preparation of a State Emission Inventory, development of an AI-based Decision Support System, mechanisms for inter-departmental data sharing and efforts to reinforce the Continuous Ambient Air Quality Monitoring System.

The Chief Minister stressed the need for effective coordination among all departments, maximum utilisation of modern technology and timely implementation of every project. He directed officers to regularly monitor each project and ensure the achievement of all prescribed targets.

Detailed discussions were also done regarding strengthening financial management, monitoring mechanisms, public awareness campaigns, grievance redressal systems and inter-departmental coordination under the project.
