New Delhi: The Election Commission announced on Friday that voters who do not have an Electoral Photo Identity Card (EPIC) will be able to vote by presenting one of 12 alternative photo identity cards in this assembly election.
The Commission has made this arrangement for the convenience of voters whose names are listed but, for some reason, are unable to present their EPIC.
The Election Commission stated that under the Representation of the People Act, 1951, and the Electoral Roll Rules, 1960, it has the authority to direct the issuance of EPICs to ensure voter identity and prevent impersonation at polling stations. The Commission stated that EPICs have been issued to almost 100% of voters in Bihar and the eight assembly constituencies where by-elections are being held.
Additionally, all Chief Electoral Officers have been directed to ensure that EPIC is made available to new voters within 15 days of the final publication of the electoral roll.
The Commission, citing a notification dated October 7, 2025, stated that the following: Aadhaar card, MNREGA job card, photo passbook issued by a bank or post office, health insurance smart card issued under the Ministry of Labor or Ayushman Bharat Scheme, driving license, PAN card, smart card issued under the National Population Register (NPR), Indian passport, photo pension document, service identity card issued by the Central/State Government, public sector undertakings, or public limited companies, official identity card issued to MPs/MLAs/MLCs, and Unique Disability ID (UDIND) card issued by the Ministry of Social Justice and Empowerment will be accepted as alternative identification documents.
The Commission also clarified that a voter’s name must be included in the electoral roll to vote. Without this, voting will not be permitted.
The Election Commission has directed that special arrangements be made at polling stations to ensure the convenience and dignity of women who are ‘pardanashin’ (those wearing veils or burqas).
The Commission stated that such women will be identified in a confidential and respectful manner in the presence of women polling officers or assistants to ensure their privacy.
