NEW DELHI — Oil marketing companies (OMCs) have instructed liquefied petroleum gas (LPG) distributors across the country to immediately suspend cylinder refills to domestic customers who have failed to complete their mandatory Biometric Aadhaar Authentication (BAA). The operational directive follows explicit instructions issued by the Union Ministry of Petroleum and Natural Gas aimed at plugging leakages, curbing subsidy misuse, and enforcing strict compliance standards across the domestic fuel distribution network.
In a formal communication addressed to the chairmen and marketing directors of Indian Oil Corporation, Bharat Petroleum Corporation, and Hindustan Petroleum Corporation—with copies marked to retail distributorships nationwide—the ministry revealed that approximately 3.16 crore domestic consumers remained non-compliant with BAA requirements as of September 14. That date had been established as the firm compliance deadline in prior correspondence on September 1, following several earlier extensions granted to help households complete the verification process.
The administrative clampdown comes after earlier fiscal restrictions failed to spur full compliance. While explicit monetary entitlements, including direct benefit transfers under the DBTL scheme and targeted subsidies, were suspended for unverified users starting July 1, non-compliant consumers continued purchasing cylinders at standard regulated retail prices. The ministry pointed out that this arrangement still entailed substantial implicit subsidies borne by the central treasury, directly conflicting with Expenditure Finance Committee directives requiring full authentication compliance to safeguard public funds.
Under the newly approved enforcement framework, domestic accounts lacking biometric authentication are blocked from booking or receiving further cylinder refills with immediate effect. Supply channels will remain suspended until consumers complete verification at authorized distribution points, after which accounts will be reactivated to restore normal deliveries alongside applicable government subsidies.
