New Delhi: The Centre has listed 10 new Bills for introduction in the upcoming Winter Session of Parliament, starting December 1, including a significant proposal to open the civil nuclear sector to private participation. The draft law, titled The Atomic Energy Bill, 2025, aims to overhaul the regulation and utilisation of atomic energy in India.
According to a Lok Sabha bulletin, the government also plans to introduce the Higher Education Commission of India Bill, which seeks to establish a new apex body to promote autonomy, transparency and quality among universities and higher education institutions. The proposed commission has been a long-standing reform goal.
Several other key legislations feature on the agenda. The National Highways (Amendment) Bill aims to streamline and accelerate land acquisition for highway projects. The Corporate Laws (Amendment) Bill, 2025 plans changes to the Companies Act, 2013 and the LLP Act, 2008 to enhance ease of doing business.
The government will also table the Securities Markets Code Bill (SMC), 2025, which proposes merging the SEBI Act, 1992, Depositories Act, 1996 and Securities Contracts (Regulation) Act, 1956 into a unified framework to simplify market regulation.
Additionally, amendments to the Arbitration and Conciliation Act are being prepared. Officials said the revisions stem from a proposed change to Section 34 and a Supreme Court observation involving company directors, prompting the Law Ministry to refer the matter to a committee.
Two Bills from the previous session have been listed for consideration and passing, and the first supplementary Budget of the financial year will also be taken up during the session.
Parliament will convene for 15 sittings, with the Winter Session scheduled to conclude on December 19.
