New Delhi: In a significant move ahead of the Bihar Assembly elections and the upcoming bypolls, the Election Commission of India (ECI) has rolled out a multi-agency crackdown aimed at tackling the misuse of financial resources and illicit inducements during the electoral process.
With voting set for October 6, the Commission has deployed Expenditure Observers to monitor campaign finances of contesting candidates. These officials are tasked with reviewing financial activities and interacting with various surveillance teams to ensure transparency.
To further strengthen oversight, the Commission has directed multiple enforcement and intelligence agencies — including state police departments, excise officials, income tax authorities, and central paramilitary forces — to stay alert to any suspicious movement of cash, liquor, narcotics, or other freebies that could influence voters.
The ECI has emphasized 24/7 surveillance through flying squads, video monitoring teams, and field units, all working to detect violations in real time. The enhanced vigilance is not only aimed at physical seizures but also at preventing psychological manipulation of voters through illicit incentives.
The Commission has also integrated its Election Seizure Management System (ESMS) to coordinate efforts among enforcement bodies like the Financial Intelligence Unit (FIU), DRI, GST and customs authorities, ensuring real-time sharing of information during the election period.
Notably, authorities have already confiscated cash and contraband worth ₹33.97 crore since the election dates were announced, signaling an active and ongoing effort to disrupt unlawful campaign practices.
In addition to these measures, the ECI has directed enforcement teams to act responsibly and avoid causing distress to regular citizens while enforcing the guidelines.
Furthermore, the public has been encouraged to report any election-related violations using the Commission’s cVIGIL mobile application, providing a direct channel for voter participation in ensuring clean elections.
With these sweeping measures in place, the Election Commission reiterated its commitment to upholding fairness and integrity throughout the Bihar election process.
