Chandigarh: In a major administrative push to improve governance and ensure timely delivery of public services, Haryana Chief Minister Nayab Singh Saini has directed all government departments to proactively address manpower requirements and ensure the optimum utilisation of available human resources.

Acting on the Chief Minister’s directions, Chief Secretary Anurag Rastogi has issued instructions to all Administrative Secretaries, Heads of Departments, Managing Directors of Boards and Public Sector Undertakings, Divisional Commissioners, Deputy Commissioners, Sub-Divisional Officers (Civil) and Registrars of State Universities to review manpower deployment and remove bottlenecks that could delay government works.

The communication follows a high-level review meeting chaired by the Chief Minister, during which he stressed that the pace of development and public service delivery should not suffer due to manpower constraints. He directed departments to take advance planning measures so that all government programmes and projects are implemented within the prescribed timelines.

Departments have been asked to undertake a comprehensive assessment of their workforce and ensure its optimum utilisation. Wherever manpower gaps are identified, they have been instructed to adopt suitable measures under the existing government policy, including rational redeployment of employees, engagement through approved mechanisms and regular recruitment wherever necessary.

The Chief Minister has emphasised that every department should anticipate its manpower requirements in advance and make timely arrangements to ensure uninterrupted execution of government schemes and developmental projects. The communication underlines that effective human resource management is essential for delivering citizen-centric governance and achieving the state’s development goals.

The Chief Secretary has further directed all officers to treat the matter with the highest priority and take expeditious steps to bridge manpower gaps so that government responsibilities are discharged efficiently and within the stipulated timelines.
