Chandigarh: The Haryana Government has taken another significant step towards ensuring timely, transparent, and accountable delivery of services to citizens and farmers by notifying 10 services of the Haryana State Agricultural Marketing Board (HSAMB) under the Haryana Right to Service Act, 2014.
A notification in this regard has been issued by Chief Secretary Anurag Rastogi. According to the notification, services related to issuance of No Objection Certificate (NOC), duplicate allotment and re-allotment, issuance of conveyance deeds, re-transfer of property in case of sale, and grant of ex-gratia assistance in cases of injury or death during agricultural operations (after receipt of the viscera report) will be provided within 30 days.
Similarly, services relating to issuance of No Dues Certificates and NOCs for mortgage purposes will be delivered within 15 days.In cases of uncontested death, re-transfer of property and grant of ex-gratia assistance for injury or death during agricultural operations will be provided within 60 days.
Keeping farmers’ convenience in view, a time limit of one day has been prescribed for issuance of J-Forms, while a two-day time frame has been fixed for ensuring the cleaning of public toilets in mandis.As per the notification, the concerned Secretary and Executive Officer have been designated as the Designated Officers for most of the services. For issuance of J-Forms, the Mandi Supervisor or Assistant Secretary has been appointed as the Designated Officer, while the Secretary of the Market Committee has been designated as the officer responsible for ensuring cleanliness of public toilets in mandis.
For all services, the District Marketing Enforcement Officer has been appointed as the First Grievance Redressal Authority, while the Regional Marketing Enforcement Officer has been designated as the Second Grievance Redressal Authority.
