Chandigarh: Haryana Chief Secretary Anurag Rastogi has directed all departments and concerned authorities to furnish information required for the development of a dedicated online module on the eAwas Portal for government accommodation allotment in Chandigarh. The directions have been issued following a communication received from the House Allotment Committee (HAC), Chandigarh Administration, which is developing an online system for submission of applications and updation of seniority records under the Chandigarh Administration House Allotment Committee Rules, 1996.
The Chief Secretary’s Office has written to Administrative Secretaries, Heads of Departments, Haryana Public Service Commission, Haryana Staff Selection Commission, Haryana Vidhan Sabha, Haryana Police and other major offices, asking them to nominate nodal officers and furnish the requisite information within the stipulated time.
According to the communication from the House Allotment Committee, existing rules require eligible government employees to submit applications for allotment or change of government accommodation through the eAwas portal and also submit duly verified hard copies through the concerned department. Applications received up to the 20th of a month are considered for allotment during the following month, while incomplete or ineligible applications are liable to be rejected.
The House Allotment Committee has pointed out that, despite the introduction of the e-Office system, many applications continue to be forwarded without adherence to prescribed verification procedures. It has also observed that information regarding transfers and postings of officers and officials is not being updated regularly, resulting in several ineligible employees continuing to figure in seniority lists or occupying government accommodation even after becoming ineligible under the rules. Such cases may attract recovery of penal rent along with applicable interest.
To address these issues, the Chandigarh Administration has proposed the development of a comprehensive online module on the eAwas Portal. The proposed system will facilitate digitally verified online applications through Heads of Departments or Nodal Officers, real-time updation of transfer and posting details, identification of officers who cease to be eligible for government accommodation, automatic updation of seniority lists and a more transparent and time-bound allotment process.
