CAQM Imposes Strict Ban on Entry of Older Commercial Goods Vehicles into Delhi from November 1

New Delhi: The Commission for Air Quality Management (CAQM) has announced a strict ban on the entry of all commercial goods vehicles, including Light Goods Vehicles (LGVs), Medium Goods Vehicles (MGVs), and Heavy Goods Vehicles (HGVs) that do not meet BS-VI emission norms, into Delhi starting November 1, 2025.

According to the directive, only BS-VI, CNG, LNG, and electric vehicles (EVs) will be allowed entry into the national capital. However, an exception has been made for commercial goods vehicles registered in Delhi, which will continue to be permitted entry despite their emission category.

The CAQM further clarified that BS-IV compliant commercial goods vehicles — including LGVs, MGVs, and HGVs — will be temporarily permitted to enter Delhi only until October 31, 2026, after which the relaxation will expire.

The decision comes as part of Delhi’s ongoing measures to curb severe air pollution levels during the winter season, when vehicular emissions, industrial activities, and stubble burning collectively push the city’s Air Quality Index (AQI) into the “severe” category.

Officials said the move aims to accelerate the transition to cleaner fuel technologies and reduce vehicular emissions, which contribute significantly to Delhi’s air pollution burden. Enforcement agencies have been directed to ensure strict compliance with the new restrictions from November 1.
