New Delhi: The Central government on Monday approved the first batch of projects under the Electronics Components Manufacturing Scheme (ECMS), greenlighting seven proposals worth ₹5,532 crore. The projects are expected to generate over 5,100 direct jobs and yield production output valued at ₹44,406 crore, marking a major push towards India’s goal of becoming a global electronics hub.
According to the Ministry of Electronics and Information Technology (MeitY), this is the first tranche under the ECMS, which has received investment proposals worth ₹1.15 lakh crore in total. A senior MeitY official said further project approvals will be announced every fortnight.
Launched in April 2025 with a budget outlay of ₹22,919 crore for six years, the ECMS has attracted 249 applications proposing a cumulative investment of ₹1.15 lakh crore, with projected production of ₹10.34 lakh crore and potential employment for 1.42 lakh people. So far, over 150 applications have been approved.
Union IT Minister Ashwini Vaishnaw, announcing the approvals, said the scheme would help meet 20% of India’s domestic demand for printed circuit boards (PCBs) and 15% of the demand for camera module sub-assemblies. “About 60% of the production from these plants will be exported,” he said.
The seven approved projects include six major manufacturing units across four states, producing essential components for mobile phones, drones, robotics, and medical devices.
Key investments include:
- Kaynes Group, which will establish three facilities in Tamil Nadu — two in Chennai and one in Tuticorin — with a combined investment of ₹3,280 crore. These plants will manufacture multi-layer PCBs, HDI PCBs, camera modules, and copper clad laminates (CCL).
- SRF Limited will invest ₹496 crore in a polypropylene film plant in Madhya Pradesh, a product India currently imports entirely.
- Syrma Strategic Electronics and Ascent Circuits will invest ₹765 crore and ₹991 crore respectively to build multi-layer PCB units in Andhra Pradesh and Tamil Nadu.
Significantly, the Kaynes Group’s CCL facility in Tuticorin will be India’s first-ever CCL plant, meeting the entire domestic demand for the component used in all multi-layer PCBs. The plant, built at a cost of ₹1,167 crore, will generate 300 jobs and have an estimated production output of ₹6,875 crore.
Kaynes Group’s executive vice chairman Ramesh Kunhikannan said, “The plants for multi-layer PCBs and HDI will be operational by April 2026, while the CCL plant will start by late 2026 or early 2027. It will be a first-of-its-kind facility spread across five lakh square feet.”
IT Secretary S. Krishnan emphasized the need for swift execution, stating that rapid operationalization of these projects is key to boosting India’s domestic value addition in electronics, which currently stands at 15–20%. The scheme aims to double this figure and strengthen India’s position in global value chains.
Ascent Circuits additional director Jasbir Singh highlighted the scheme’s impact on reducing import dependence. “India’s current PCB demand is $4 billion, with 90% imported. With ECMS, local manufacturers will fill this gap and prepare for the future surge in demand,” he said. Ascent Circuits is also investing ₹3,200 crore in an HDI PCB plant near Jewar, Uttar Pradesh, expected to start operations by 2027.
With ECMS in motion, India is taking a decisive step toward self-reliance in core electronic components, aligning with the broader ‘Make in India’ and ‘Digital India’ initiatives.
