Chandigarh : Haryana has emerged as one of India’s leading states in tackling cybercrime, achieving a 31 per cent cyber fraud fund restoration rate through the Money Restoration Module (MRM)—more than eight times the national average of 3.85 per cent. The state also removed over 14,000 unlawful online contents during the first six months of 2026 and arrested 3,947 cyber criminals, including 927 from cybercrime hotspot Nuh over the past one-and-a-half years. These achievements were reviewed by Haryana Chief Secretary Anurag Rastogi during a high-level PRAGATI meeting, where he directed officials to strengthen AI-enabled cyber surveillance, technology-driven policing and institutional capacity to counter evolving digital threats.
Officials informed the Chief Secretary that Haryana’s State Cyber Crime Coordination Centre (S4C) has significantly expanded its operations with new AI Integration, Social Media Monitoring, Creative Awareness and Secret Cell units. The state also operationalised the e-Zero FIR facility on June 25, enabling cyber fraud complaints involving more than ₹1 lakh received through the 1930 helpline to be automatically converted into Zero FIRs for immediate investigation. Between January and June 2026, Haryana removed 14,139 unlawful online contents, including phishing websites, fake advertisements, fraudulent social media posts and other malicious digital content, while preventive operations in Nuh led to the blocking of over 43,000 mobile numbers linked to organised cyber fraud networks.
The review also highlighted Haryana’s continued investment in cyber policing through extensive training and public awareness initiatives. Between January 2025 and June 2026, over 9,100 police personnel received specialised cyber investigation training, while 1,322 awareness programmes reached nearly 3.14 lakh citizens across the state. Chief Secretary Anurag Rastogi directed departments to expedite manpower deployment at the S4C, enhance inter-agency coordination, strengthen AI-based cyber intelligence and ensure faster investigation, prosecution and victim assistance to keep Haryana at the forefront of cybercrime prevention.
