Haryana Government Centralizes Clerk Appointments under New Recruitment Act

Chandigarh: The Haryana Government has issued fresh instructions regarding the implementation of the Haryana Clerical (Recruitment and Conditions of Service) Act, 2026, under which all regular appointments to the post of Clerk in the state will now be made by the Director General, Human Resources Department.

In a communication issued by Chief Secretary Anurag Rastogi, all Administrative Secretaries and Heads of Departments have been informed that the new provisions came into force following the notification dated June 3, 2026.

As per the directions, every regular appointment to the post of Clerk made on or after the commencement of the Act—whether through direct recruitment or on compassionate grounds—shall be processed and finalized by the Director General, Human Resources Department.

The government has also laid down a clear procedure for compassionate appointments. Such cases will first be scrutinized under the provisions of the Haryana Civil Services (Compassionate Financial Assistance or Appointment) Rules, 2019. After verification by the concerned HSAS cadre officer and recommendations of the Head of Department, the proposals will be forwarded to the Director General, Human Resources Department for further action in accordance with the new law.
