Black Day for Haryana Democracy- Congress Fighting ‘Democracy Battle’ in Parking, Not Assembly- CM

Chandigarh: Haryana Chief Minister Nayab Singh Saini on Monday criticised the Congress for their absenteeism during the special session of the Haryana Vidhan Sabha.

Terming the day a black day in the state’s democratic history, he said that the Opposition, by remaining absent from the House and holding a ‘duplicate session’ outside in the parking lot, had disrespected the dignity of the August House.

The Chief Minister said that people of Haryana were witnessing an unusual situation where the democratic process was not being carried out inside the legislature. In a poetic remark, he said, “Janta ne jinhe behas ke liye bheja tha yahan, woh parking mein khade hokar parchhaiyon se lad rahe hain.”

He further added, ‘Na qayda, na karvai, na Adhyaksh ka samman, gaadiyon mein chal raha hai Congress ka Samvidhan.’ Nayab Singh Saini said that such actions amount to disrespect towards the Assembly, democratic values, and the dignity of women.

Clarifying the intent of the government’s resolution, the Chief Minister said that it was not political in nature and did not include the word ‘condemnation.’ He said the resolution was dedicated to the dignity, rights, and empowerment of women.

Replying to a query raised by MLA Arjun Chautala, the Chief Minister, said that had the government waited for the Census and delimitation process, women would not have been able to avail the benefit of 33 per cent reservation in the 2029 general elections. He stated that with the objective of ensuring timely rights for women, the Nari Shakti Vandan (Amendment) Bill was introduced in the Lok Sabha.

Highlighting welfare measures, he informed that six instalments under the Deendayal Lado Lakshmi Yojana have already been transferred to beneficiaries. He further said that no eligible family under the scheme will have its BPL status revoked.

The Chief Minister said that the special session of the Haryana Vidhan Sabha is dedicated to Nari Shakti. He informed that on April 16, 2026, the Central Government introduced three important Bills in the Lok Sabha, the Constitution (131st Amendment) Bill, the Delimitation Bill, and the Union Territories Laws (Amendment) Bill.

He said that while the original plan was to implement reservation after the 2026 Census and delimitation exercise, efforts have been made to delink it from the Census condition so as to ensure that women are able to secure effective representation in Parliament in the 2029 general elections.

The Chief Minister, through the House, criticised those Opposition parties that did not support the passage of the Bill. He said that the dual approach of the Opposition has been exposed before the nation. He added that misleading narratives were created in the name of delimitation, suggesting that certain states would be adversely affected.

He further stated that Union Home Minister, Amit Shah has clarified with facts that no state’s representation will be reduced. The Chief Minister said that the resolution is not merely intended to criticise the Opposition, but to convey a clear message that any attempt to undermine women’s rights will be met with the people’s response.

He appealed to all political parties to rise above political differences and extend their support to the proposal and to actively participate in this important effort towards women’s empowerment.
