Shimla: Governor Kavinder Gupta today interacted with a group of 15 probationers of the Himachal Pradesh Administrative Services (HAS) Batch of 2025, who are presently undergoing professional training at Dr. Manmohan Singh Institute of Public Administration (HIPA), Shimla at Lok Bhavan. He encouraged them to uphold the highest standards of integrity, dedication and public service while discharging their responsibilities.
While interacting with the officers, the Governor said that civil servants play a crucial role in strengthening governance and ensuring efficient delivery of public services. He urged them to stay committed to transparency, accountability and ethical conduct, while adopting a people-centric approach, especially for those living in remote and underserved areas.
Highlighting the importance of effectively implementing government initiatives, he encouraged officers to adopt a ‘saturation approach’ so that welfare schemes reach every eligible beneficiary. He asked them to act as catalysts of change and emphasized that proactive and responsive administration is key to improving citizens’ quality of life.
The Governor also stressed the need for innovation, technology-driven governance, and continuous capacity building to address emerging challenges. Referring to issues such as drug abuse, climate change and the need to promote of organic farming, he called for proactive measures, awareness, and sustainable grassroots solutions.
Emphasizing the potential of Himachal Pradesh, Gupta encouraged young officers to promote growth in sectors like agriculture, tourism and sustainable development. He reminded them that people have high expectations from civil servants and urged them to work with a spirit of teamwork, guided by the idea that ‘Together We Can Achieve More.’
Kavinder Gupta while underscoring the vision of a developed and self-reliant India, said that young officers play a vital role in shaping the state’s future and ensure inclusive, sustainable development. He advised them to stay connected with ground realities and always prioritize public interest in decision-making.
The Governor expressed hope that the trainee officers would serve with sincerity and dedication, which would help in strengthening administrative efficiency and public trust.
Gupta extended his best wishes for their successful and impactful careers in public service.
Director, HIPA, Ms. Rupali Thakur, apprised the Governor about the training programme, including field exposure, institutional learning and practical insights gained through grassroots-level interactions.
Secretary to the Governor Sandeep Bhardwaj and Course Director Sandeep Sharma were also present on the occasion.
