NIA Court in Chandigarh Initiates Process to Declare Goldy Brar a Proclaimed Offender

Chandigarh: The special court of the National Investigation Agency (NIA) in Chandigarh has initiated proceedings to declare gangster-turned-terrorist Satwinder Singh alias Goldy Brar a proclaimed offender in connection with the firing incident at the residence of Chandigarh-based businessman Kuldeep Singh Makkar.

Taking a significant step under Section 84 of the Bharatiya Suraksha Sanhita (BSS), 2023, Special Judge Bhawna Jain directed Goldy Brar to appear before the court within 30 days. The court made it clear that failure to comply with the order would result in him being officially declared a proclaimed offender.

According to case details, non-bailable warrants had already been issued against Goldy Brar earlier. The NIA investigation revealed that the firing at businessman Kuldeep Singh Makkar’s house was allegedly carried out after he refused to pay extortion money. If Brar does not appear within the stipulated period, legal proceedings to declare him absconding will be completed, paving the way for attachment of his properties.

In the same case, the NIA has arrested eight accused so far. The next hearing has been scheduled for February 27.

Goldy Brar was also named in a kidnapping case registered in Chandigarh on January 20, 2024, which was later taken over by the NIA on March 8, 2024. He is widely known as the mastermind behind the murder of Punjabi singer Sidhu Moosewala. The central government has already designated him as a terrorist. He is believed to be residing in Canada at present.

In this case, Goldy Brar has been booked under multiple sections of the Indian Penal Code, including Section 120B (criminal conspiracy), Section 336 (endangering life or personal safety of others), Section 384 (extortion), and Section 506 (criminal intimidation), along with provisions of the Unlawful Activities (Prevention) Act (UAPA) and the Arms Act. Authorities have indicated that his properties may be attached if he fails to appear before the court within the prescribed time. Sources said efforts to bring him back to India from Canada have been intensified.
