New Delhi: The Ministry of Home Affairs (MHA) has invited public opinion and stakeholder suggestions on the proposed architecture of a dedicated pan-India Broadband Public Protection and Disaster Relief (BB-PPDR) communication network aimed at strengthening communications among police forces and emergency response agencies.

The proposed system is intended to support secure, reliable and mission-critical communications for State and Union Territory police forces, Central Armed Police Forces (CAPFs), the National Disaster Response Force (NDRF), fire services, medical services and other public safety agencies.

According to the Press Information Bureau (PIB), the ministry is seeking inputs to help develop a reference architecture for the nationwide network, including feedback on technology choices, implementation approaches and their suitability for Indian conditions.

What Is The Proposed BB-PPDR Network?

The planned communication system is designed to provide three key capabilities: Mission Critical Push-to-Talk (MCPTT), Mission Critical Data and Mission Critical Video.

These services are intended to support communication between personnel and agencies involved in policing, disaster management and emergency response. The proposed network would provide a dedicated communication framework for public safety operations across the country.

The MHA is seeking suggestions on different network design options, the technologies that could be adopted, and the comparative advantages and disadvantages of various approaches.

Stakeholders have also been invited to comment on cost efficiency and the practical suitability of the proposed solutions in the Indian context.

Where To Find The BB-PPDR Concept Note

The Concept Note outlining the proposed communication system has been made available on the websites of the Ministry of Home Affairs and the Directorate of Coordination Police Wireless (DCPW).

On the MHA website, the document can be accessed through the Home/Documents/Orders and Circulars section.

On the DCPW website, it is listed under sections including Home/Documents/Stakeholder Consultations, Home/Announcements and Home/What’s New.

The document provides the basis for stakeholders to examine the proposed architecture and submit relevant technical or implementation-related suggestions.

How To Submit Feedback, Check Deadline

Members of the public and other stakeholders can send their comments and suggestions by email to the following addresses:

The deadline for submitting feedback is November 5, 2026. Submissions must carry the subject line “BB-PPDR Architecture — Stakeholder Feedback”.

The consultation is intended to gather inputs on the network’s design and implementation before the reference architecture is developed further.
