India to Launch First Digital Census in 2027; District Collectors to Lead Multi-Phase Enumeration

New Delhi – The Government of India is preparing to modernize its demographic data collection with the announcement that Census 2027 will be conducted entirely through a digital platform. Deputy Registrar General of India VVLN Sharma confirmed on Friday that district collectors, acting as principal census officers, will be the central pillars of this technological transition.

Speaking at a high-level coordination meeting, Sharma detailed that the upcoming exercise will break from tradition by replacing paper schedules with a specialized mobile application and a dedicated web portal for real-time data entry.

A Two-Phase Digital Roadmap

The 2027 Census will be executed in two distinct stages to ensure comprehensive coverage:

  • Phase I: House Listing and Housing Census: Focusing on the mapping of residential structures and living conditions.

  • Phase II: Population Enumeration: The formal counting of individuals and collection of demographic variables.

Officials noted that the digital format is expected to drastically reduce the time required for data processing and minimize manual errors. The success of the “paperless census” relies on an extensive training network, with “master trainers” currently being finalized to guide field workers and supervisors across the country.

Leveraging Regional Tech Literacy

State nodal officer SS Rawat emphasized that the decision to go digital aligns with the nation’s rising connectivity. Sharma specifically highlighted the strong digital literacy in regions like the Telugu states, suggesting that field-level data collection would be highly efficient in these areas.

However, the Deputy Registrar General also cautioned that the success of the mega-enumeration hinges on two factors: public participation and the proper technical training of the workforce. Municipal commissioners and district heads have been instructed to begin inter-departmental coordination immediately to ensure a seamless rollout.
