ED Files Charges Against Al-Falah University Chairman, Attaches ₹139 Crore Assets in Money Laundering Case

New Delhi: The Enforcement Directorate (ED) has filed a chargesheet against Jawad Ahmad Siddiqui, chairman of Faridabad-based Al-Falah University, along with the family-run Al-Falah Charitable Trust, in connection with alleged money laundering linked to the November 10 Red Fort terror attack, officials said on Friday.

As part of the probe, the ED has attached assets worth ₹139 crore, including a 54-acre plot of land within the Al-Falah University campus, under the Prevention of Money Laundering Act (PMLA).

Officials said the chargesheet, filed on Friday, details alleged financial irregularities by Siddiqui and his family members in running the university. Earlier investigations by the ED indicated that companies controlled by the Siddiqui family had allegedly received contracts for hostel catering and the construction of university and hospital facilities. The agency also claimed that Al-Falah Charitable Trust acquired land using university funds.

Siddiqui was arrested by the ED on November 18 for money laundering, following allegations that Al-Falah University made “fraudulent and misleading claims” about its accreditation to deceive students, parents, and other stakeholders for financial gain. According to the agency, the university and its trust generated proceeds of crime amounting to at least ₹415.10 crore through these alleged misrepresentations.

The case is tied to a broader investigation into a white-collar terror module. Over two dozen people, including three doctors, have been arrested by the National Investigation Agency (NIA) and Jammu & Kashmir Police. The university’s involvement came to light after Umar-un-Nabi, a doctor at Al-Falah Medical College, carried out a suicide car bombing outside Delhi’s Red Fort on November 10, which killed at least 11 people. NIA continues to probe the terrorism angle.

ED officials revealed that certain foreign filings list Siddiqui’s children, Afham Ahmed and Afiya Siddiqa, as British nationals. The agency is currently examining their citizenship status.

The probe has also highlighted an alleged pattern of related-party transactions. Construction work for the medical college and hospital complex at Dhauj, Faridabad, was reportedly handled by Karkun Construction and Developers, a partnership firm in which Siddiqui’s son and daughter hold 49% each, and 2% is held by an employee. Similarly, hostel catering contracts were awarded to Amla Enterprises LLP, where Siddiqui’s wife holds 49%, his son 49%, and 2% by a former employee. Star Foods, owned by Siddiqui’s brother, supplied food to the university until 2016.

Officials said that these related-party transactions were not disclosed in statutory filings or income returns of the trust or associated entities. The probe also indicated that the Tarbia Education Foundation, linked to Siddiqui, acquired land in Delhi’s Madanpur Khadar village using university funds.

Regarding overseas links, the ED discovered the incorporation of Ennoble Education and Training Limited in the United Kingdom, initially held by Siddiqui’s children, with subsequent changes to include a UK-based associate whose details are being verified.

The agency further noted multiple violations of regulatory norms, including those of the National Medical Commission (NMC) and the University Grants Commission/National Assessment and Accreditation Council (UGC/NAAC). The investigation also suggests that Siddiqui may have settled his family abroad.
