China establishes new Cenling county in Xinjiang near PoK and Afghan borders

New Delhi: In a strategic move to tighten its grip over its western frontiers, China has established a new county named Cenling in the Xinjiang Uyghur Autonomous Region. Located near the Karakoram mountain range, the new administrative unit sits adjacent to Pakistan-occupied Kashmir (PoK) and Afghanistan’s narrow Wakhan Corridor. This marks the third new county created in the volatile region in just over a year, signaling Beijing’s intensified focus on curbing infiltration by Uyghur separatist militants and securing the $60 billion China-Pakistan Economic Corridor (CPEC).

The Xinjiang regional government officially announced the creation of Cenling on March 26, 2026, placing it under the administration of Kashgar Prefecture.   • Border Governance: The move reflects a “deeper recognition of the strategic importance” of the borderlands, according to professors at Fudan University. It aims to stabilize a region that is central to China’s “Belt and Road” interests.

  • India-China Dispute: This administrative expansion follows the creation of Hean and Hekang counties last year, which prompted a formal protest from New Delhi. India maintains that portions of those counties fall within the Union Territory of Ladakh, including the disputed Aksai Chin plateau.

While India has yet to issue a formal statement regarding Cenling, the county’s proximity to PoK and the Karakoram range is likely to heighten sensitivities in New Delhi. The establishment of these new counties is widely viewed as China’s method of “salami slicing” administrative control over disputed or sensitive border areas, transforming high-altitude security zones into permanent civilian-military administrative hubs.
