BJP MP Nishikant Dubey Moves Substantive Motion Against Rahul Gandhi, Alleges Links With Foreign Foundations

New Delhi: Bharatiya Janata Party (BJP) Member of Parliament Nishikant Dubey on Thursday announced that he has submitted a notice to initiate a substantive motion against Leader of the Opposition in the Lok Sabha, Rahul Gandhi.

Speaking to reporters in the Parliament House complex, Dubey clarified that the notice is not related to a privilege motion but is instead a separate and independent proposal placed before the House for consideration. He claimed that the motion outlines allegations regarding Gandhi’s foreign visits and his purported associations with international organisations.

Dubey alleged that Rahul Gandhi has travelled to countries such as Thailand, Vietnam and Cambodia and has been linked with organisations including the Soros Foundation, USAID and the Ford Foundation. The BJP leader further accused Gandhi of “colluding” with elements that he described as anti-India forces.

“I have not submitted a privilege motion notice. It is a substantive motion notice where I have detailed how he visits countries along with organisations like the Soros Foundation, Ford Foundation and USAID, and works with anti-India forces,” Dubey said.

A substantive motion is a formal, self-contained proposal submitted in a legislative body seeking to express the opinion, will or decision of the House on a specific issue. Unlike procedural motions, it stands independently and requires approval from the House to move forward.

The development comes amid heightened political tensions between the ruling BJP and the Congress party, with both sides frequently engaging in sharp exchanges over domestic and international matters.

Further proceedings on the motion will depend on the rules and procedures of the Lok Sabha.
