New Delhi/Punjab, May 5, 2026: Punjab Chief Minister Bhagwant Singh Mann on Tuesday escalated the political battle over recent Rajya Sabha defections by taking the issue to the highest constitutional office, meeting the President of India and seeking immediate disqualification of the Members of Parliament who switched allegiance.
Accompanied by a group of Punjab MLAs, the Chief Minister submitted a detailed memorandum at Rashtrapati Bhavan, describing the defections as a direct distortion of the democratic mandate given by the people of Punjab.
Calling the development unprecedented, Mann argued that the rise in the Bharatiya Janata Party’s (BJP) strength in the Rajya Sabha from Punjab, despite having only two MLAs in the state Assembly, raises serious constitutional and ethical concerns. He said this imbalance reflects a breakdown of representative democracy and undermines the intent of the electoral process.
The Chief Minister maintained that the MPs who defected should have first resigned from their positions and sought a fresh mandate from the electorate before aligning with another political party. According to him, switching sides without resigning constitutes a breach of public trust and raises questions about accountability.
He described the defectors as individuals who were “not elected but selected,” arguing that their continued presence in the Upper House lacks moral legitimacy. Mann further asserted that such actions weaken democratic institutions and erode citizens’ faith in governance.
Allegations of ‘Operation Lotus’, Misuse of Agencies, and Political Pressure
CM Mann alleged that the defections are part of a larger political strategy commonly referred to as “Operation Lotus,” aimed at weakening opposition parties across the country. He claimed that such tactics involve inducements, pressure, and the use of investigative agencies to influence elected representatives.
He accused central agencies like the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) of being used selectively to target opposition leaders, thereby creating an atmosphere of coercion. According to Mann, such practices pose a serious threat to democratic norms and institutional integrity.
Describing the situation as a “murder of democracy,” the Chief Minister said that breaking political parties through such means amounts to undermining the constitutional framework. He emphasized that Punjab, with its strong political awareness, would not accept such interference.
He also warned that individuals switching parties under such circumstances would not be shielded from accountability. Mann said that legal action could still follow if evidence of wrongdoing emerges, regardless of political affiliations.
Reiterating his stand, he challenged the defecting MPs to resign and contest elections again to prove their support among the people. He maintained that only a fresh mandate could restore credibility in such cases.
Call for Constitutional Reform, Criticism of BJP’s Approach to Punjab
Beyond immediate action, CM Mann called for structural reforms to address such situations in the future. He proposed the introduction of a “right to recall” mechanism in the Constitution, enabling voters to remove elected representatives who switch parties without public approval.
He said such a provision would strengthen accountability and act as a deterrent against political defection. According to him, democratic systems must evolve to ensure that representatives remain answerable to the electorate.
The Chief Minister also launched a broader political attack on the BJP, accusing it of adopting a hostile approach towards Punjab. He alleged that the state has faced neglect in terms of financial support and policy decisions, which has impacted its development trajectory.
Mann further claimed that attempts are being made to interfere in Punjab’s institutional and resource frameworks, raising concerns about federal balance. He said such actions are viewed negatively by the people of the state, who are sensitive to issues of autonomy and rights.
Highlighting public sentiment, the Chief Minister said that Punjabis have historically resisted political pressure and would continue to stand against what he described as unjust tactics. He expressed confidence that voters would respond strongly to such developments in future elections.
Concluding his remarks, Mann reaffirmed his government’s commitment to protecting democratic values and the mandate of the people. He said that the administration would continue to pursue all constitutional avenues to ensure accountability and transparency in governance.
He emphasized that the voice of the people remains supreme and that no political maneuvering can override the will expressed through democratic elections.
