Over 7,000 villages to benefit with advances in scientific rural sanitation
Shimla: Himachal Pradesh, which had already achieved the distinction of becoming an Open Defecation Free (ODF) state under the national sanitation mission, is now taking another major step towards strengthening rural sanitation through scientific Faecal Sludge Management (FSM).
Under the visionary leadership of Chief Minister Thakur Sukhvinder Singh Sukhu, the state government is making all possible efforts to ensure that the gains achieved in sanitation are sustained and strengthened through safe and environmentally sound waste management practices.
In a significant move aimed at protecting public health, preserving water resources and promoting environmental sustainability, the government has launched a comprehensive FSM initiative that will benefit nearly 7,000 villages across the state. The programme ensures that faecal sludge generated from septic tanks and single-pit sanitation systems is safely collected, transported, treated and disposed of through scientific methods.
Having successfully expanded household sanitation infrastructure across rural areas, the state is now addressing the next critical challenge in the management of faecal sludge. While toilets have become a common feature in rural households, septic tanks and pits require periodic desludging. In the absence of scientific treatment systems, such waste can contaminate water sources, agricultural land and ecologically sensitive areas.
For a hill state like Himachal, where villages are closely linked to natural springs, streams and rivers, scientific management of faecal sludge is particularly important not only for environmental conservation but also for safeguarding public health. Improper disposal of faecal sludge can lead to the spread of water-borne diseases such as diarrhoea, cholera and typhoid and adversely affect the quality of drinking water available to rural communities.
Recognizing these challenges, the Rural Development department, in collaboration with the Jal Shakti department, has adopted an innovative and practical solution suited to the state’s unique geographical conditions. Instead of establishing standalone Faecal Sludge Treatment Plants that require substantial land and financial resources, the government has chosen a co-treatment model that utilizes existing Sewage Treatment Plants (STPs) for scientific treatment of faecal sludge.
This approach is especially relevant for Himachal Pradesh, where mountainous terrain, extensive forest cover and limited availability of suitable land often make large infrastructure projects difficult. By leveraging existing facilities, the state is ensuring optimum utilization of resources while reducing costs and minimizing environmental impact.
Under the co-treatment model, infrastructure is being developed at selected STPs to receive faecal sludge collected from rural sanitation systems. The sludge is then treated scientifically alongside municipal sewage, ensuring safe disposal without the need for separate treatment facilities. The model is considered cost-effective, sustainable and well-suited to the requirements of a hill state.
To ensure effective implementation, the government has constituted a State Level Approval Committee to assess treatment capacities, estimate sludge generation and evaluate technical feasibility before approving projects. So far, 30 co-treatment projects have been approved across the state.
Demonstrating its commitment to the initiative, the state government has already released nearly Rs. 15 crore to the Jal Shakti department for project implementation. A Memorandum of Understanding between the Rural Development and Jal Shakti departments has further strengthened coordination and accelerated execution. The construction work has already commenced at Palampur and Sundernagar towns. where co-treatment facilities are being developed at existing STPs and nearby rural areas have started benefiting from these efforts.
The initiative represents a significant advancement in Himachal Pradesh’s sanitation journey. The focus has now moved beyond the creation of sanitation infrastructure to ensuring safe management of the entire sanitation value chain. This will help preserve the achievements of ODF status while delivering long-term environmental and public health benefits.
The state government has set a target of making all approved co-treatment facilities operational by 31 March, 2027. Once completed, the network will provide scientific faecal sludge management services across thousands of villages, helping protect water resources, improve sanitation outcomes and strengthen environmental conservation across rural Himachal Pradesh.
As the state moves beyond the milestone of ODF status towards comprehensive sanitation management, the initiative stands as a model of innovative and locally appropriate development. It not only addresses a long-standing gap in rural sanitation but also reflects the government’s continued commitment to building a cleaner, healthier and more sustainable Himachal Pradesh.
