Haryana’s Special Intensive Revision Campaign Gains Momentum; 33.69 Percent Enumeration Forms Distributed So Far

Chandigarh: Haryana Chief Electoral Officer A. Sreenivas said that the Election Commission of India (ECI), exercising the powers conferred under Article 324 of the Constitution of India, Section 21 of the Representation of the People Act, 1950, and other applicable provisions, had issued orders on May 14, 2026, for conducting a Special Intensive Revision (SIR) in 16 States and three Union Territories across the country.

Sreenivas said that the primary objective of the Special Intensive Revision is to ensure that no eligible and qualified citizen is deprived of inclusion in the electoral roll and that no ineligible or disqualified person is enrolled in the electoral roll. He said that every Indian citizen who has attained the age of 18 years on the qualifying date and who has not been declared disqualified under any law shall be entitled to be registered in the electoral roll.

The Chief Electoral Officer said that, in accordance with the Election Commission’s order dated May 14, 2026, the Enumeration Phase in Haryana commenced on June 15, 2026. If the Enumeration Forms of all eligible electors are received by the concerned Electoral Registration Officer (ERO) on or before July 14, 2026, their names will be included in the Draft Electoral Rolls.

A. Sreenivas further said that electors who are unable to submit their Enumeration Forms by July 14, 2026, may apply during the Claims and Objections period, from July 21, 2026, to August 20, 2026, by submitting Form-6 along with the prescribed Declaration Form.

He said that during the Enumeration Phase of the SIR, Booth Level Officers (BLOs) are visiting households door-to-door and providing Enumeration Forms to all existing electors. Electors may submit duly filled forms through the BLOs or online. To ensure maximum coverage, BLOs are visiting every household for the distribution, collection and verification of forms.

The Chief Electoral Officer said that during the house-to-house enumeration process, BLOs are carrying at least 30 blank Form-6 applications and blank Declaration Forms so that any person wishing to register as a new elector may be provided these forms on the spot.

A. Sreenivas said that with a view to ensuring greater participation of political parties, the Election Commission has also permitted Booth Level Agents (BLAs) of recognized political parties to assist in the process. BLAs may collect up to 50 Enumeration Forms per day and submit them to the concerned BLO before the publication of the Draft Electoral Rolls. Recognized national and state political parties may also appoint additional BLAs to assist BLOs and support the smooth and effective conduct of the SIR process.

The Chief Electoral Officer said that Haryana currently has 2,06,55,929 registered electors. For the Special Intensive Revision campaign, 20,629 BLOs are engaged across the State. The number of BLA-1s is 397, while the number of BLA-2s is 31,497.

He further said that among the BLAs appointed by various political parties, 17,035 belong to the Bharatiya Janata Party (BJP), 13,759 to the Indian National Congress, 272 to the Communist Party of India (Marxist), 217 to the Indian National Lok Dal (INLD), and 214 to other political parties. A. Sreenivas said that 33.69 percent of the Enumeration Forms have been distributed so far by BLOs in Haryana.

The Chief Electoral Officer, appealed to all eligible and qualified electors in the State to actively participate in the Special Intensive Revision process and extend the necessary cooperation when BLOs visit their homes, so that the electoral roll can be made more accurate, updated and error-free.
