Haryana Steps Up Digital Governance Drive, Chief Secretary Reviews HRMS, CFMS and e-Office Expansion

Chandigarh: In a major step towards strengthening transparency, efficiency and accountability in governance, Haryana Chief Secretary Anurag Rastogi today chaired a high-level review meeting to assess the implementation of the Human Resource Management System (HRMS) and other key digital platforms across the state.

The meeting, attended by Administrative Secretaries, Heads of Departments and senior officials, reflected the state government’s firm commitment to building a fully digital and citizen-centric administrative system.

A detailed review of the HRMS platform revealed that the system currently comprises 18 modules covering various aspects of employee management. While several departments have shown encouraging progress, the Chief Secretary stressed the need for uniform adoption across all departments, boards and corporations.

In a key decision, the online Leave Management System has been made mandatory for all departments. Officials were directed to ensure immediate compliance and submit clear timelines for implementation. Coordination among the Human Resources Department, Treasury, NIC and General Administration Department has been strengthened to facilitate seamless rollout.

The meeting also reviewed the Centralised File Management System (CFMS), which handles digital file movement and official correspondence. Several departments reported notable progress in clearing pending files within the stipulated timelines.

The Public Health Engineering Department emerged as a top performer, achieving substantial reduction in pendency, followed by Rural Development and Horticulture departments. To further improve efficiency, a new “parked files” category is being introduced to better manage files that require future review without inflating pendency figures.

The Chief Secretary directed that pendency be monitored regularly through monthly reviews, with clear accountability fixed at the officer level.

Renewed Focus on e-Office Expansion

The review highlighted a significant rise in electronic receipts over the past few years, indicating growing adoption of digital systems. However, the creation of e-files requires further strengthening. Sh. Rastogi directed all Administrative Secretaries to personally oversee e-Office implementation in their departments. A comprehensive department-wise and district-wise roadmap is being prepared to ensure time-bound and complete adoption of e-Office across Haryana.

Online ACR System to Transform Performance Evaluation

Deputy Principal Secretary to Chief Minister, Dr. Yash Pal, informed that in a landmark reform, it has been decided to make the Annual Confidential Report (ACR) system fully digital by April 2027. Departments have been asked to standardise ACR formats and make them more objective and performance-linked. The system will also be integrated with platforms such as CFMS, SARAL and e-Office, enabling real-time performance tracking and reducing subjectivity in evaluations.

Nodal Officers to Strengthen HRMS Implementation

Dr. Yash Pal said to ensure continuous improvement of the HRMS platform, all departments have been directed to appoint domain experts as nodal officers. These officers will coordinate with NIC and other agencies to address department-specific requirements and ensure smooth integration of digital systems.

Towards Transparent and Citizen-Centric Governance

Emphasising the larger vision, the Chief Secretary stated that digital governance is central to delivering faster, transparent and accountable services to citizens. He underlined that every aspect of administration — from file movement to employee management — must transition to a fully digital ecosystem.
