Haryana Cooperative Sector Achieves Multiple Gains

Chandigarh: Haryana’s cooperative sector has advanced in financial performance, digital services, rural service delivery, grain storage and cooperative education. The number of profitable PACS has increased from 33 to 51, and all 710 PACS under Phase-I have completed computerisation.

The meeting reviewed the roadmap developed for the PACS’s financial health. The Chief Secretary directed officials to set clear timelines and ensure that at least 100 more PACS become profitable by March 31, 2027.

Regarding computerisation, all 710 PACS identified under Phase-I completed the day-end process by August 7, 2026, and have transitioned to the e-PACS system. Online audits have been completed for 708 PACS.

The committee also reviewed the grain storage plan, identifying 55 locations with a total storage capacity of approximately 3.06 lakh metric tonnes. Regarding cooperative education, the meeting considered a proposal for the Centre of Cooperative Management, Rohtak. The 2026-27 Budget Announcement states that the centre will be developed as a Cooperative College, with enhanced infrastructure to link it with Tribhuvan Cooperative University, a national institution for education, training, research, and development in the cooperative sector.

It was also informed that the Ministry of Cooperation has proposed a Potato Tissue Culture Facility in Haryana through Bharatiya Beej Sahakari Samiti Limited (BBSSL). The Development and Panchayats Department agreed to identify around 50 acres of contiguous land in a suitable potato-growing area for the facility.
