Emphasis on making the functioning of boards and institutions affiliated with HBPE more effective: Mohan Lal Kaushik
Chandigarh: Chairman of the Haryana Board of Public Enterprises (HBPE), Mohan Lal Kaushik, said that Chief Minister Nayab Singh Saini is continuously providing guidance for the development and welfare of the people of the state. It is the responsibility of all boards and institutions to effectively implement the government’s development and welfare agenda on the ground. He said that ensuring the benefits of welfare schemes reach the last mile is the primary responsibility of all boards and institutions.
Mohan Lal Kaushik was presiding over an introductory meeting held today at Haryana Niwas, Chandigarh, with the Chairmen, Vice Chairmen, Managing Directors, Chief Accounts Officers and senior officers of boards, corporations, autonomous bodies, societies and institutions affiliated with HBPE. The meeting discussed in detail the functioning of various institutions, departmental targets, implementation of schemes, Chief Minister’s announcements and matters related to administrative arrangements.
Kaushik said that the objective of welfare schemes launched by the government in the public interest will be fulfilled only when eligible beneficiaries are aware of them and are able to avail themselves of their benefits. Therefore, every board and institution should make effective arrangements at its level to disseminate information about schemes and available facilities among the public. He directed that display boards should be installed in offices, websites should be regularly updated, and schemes and achievements should be widely publicised so that people can access information about the relevant schemes and facilities at one place.
He expected the Chairmen and officers of the boards to spare adequate time for the public, listen to their grievances and coordinate with the concerned officers to ensure their resolution.
Kaushik said that all institutions should discharge their responsibilities with new ideas, improved working methods and strong teamwork. He expressed confidence that all boards and institutions affiliated with HBPE would achieve their prescribed targets within the stipulated time and make an effective contribution towards realising the vision of a Viksit Haryana.
At the meeting, OSD to the Chief Minister Bharat Bhushan Bharti said that the functioning of offices should be made more organised and result-oriented. Staff shortages and other administrative issues should be identified and necessary action should be taken for their resolution. Emphasising better coordination and teamwork among all boards and institutions, he said that mutual cooperation would not only accelerate work but also help remove bottlenecks in the implementation of schemes.
He said that every board and institution should set clear targets for its work and prepare a time-bound action plan accordingly. Merely formulating schemes is not enough; their effective implementation and regular review of outcomes are also essential. He directed the officers to regularly review the status of announcements made by the Chief Minister and ensure that announcements that are yet to be completed are taken forward on priority in coordination with the concerned departments.
During the meeting, Chairman of the Haryana State Agricultural Marketing Board, Ved Pal, said that effectively implementing the government’s welfare schemes is the primary responsibility of all boards. He said that all institutions would work with mutual cooperation and better coordination to ensure that the benefits of schemes reach eligible beneficiaries. Appreciating the working style of Chief Minister Nayab Singh Saini, he said that the Chief Minister is continuously providing guidance while according priority to development and public welfare initiatives. He expressed confidence that all boards and institutions would work together in accordance with the Chief Minister’s vision and give further momentum to the development of the state.
During the meeting, Chairman of various boards and institutions briefed the gathering about the functioning, achievements and action plans of their respective organisations, besides apprising the meeting of the issues being faced and sharing their suggestions. They expressed their commitment to accelerating the development of the state under the guidance of Chief Minister Nayab Singh Saini and effectively implementing the directions given by Mohan Lal Kaushik.
