CM Window Emerges as the Most Effective Platform for Redressal of Public Grievances in Haryana

Chandigarh: In Haryana, the CM Window has emerged as the most effective platform for the prompt, transparent and accountable redressal of public grievances, strengthening good governance through information technology. In line with the directions of Chief Minister Nayab Singh Saini, every complaint received on the CM Window is immediately forwarded to the concerned department, with instructions to initiate action within one week for its disposal.

As a result of this mechanism, a total of 15,71,284 complaints have been received on the CM Window so far, out of which 14,09,483 complaints have been resolved. Action on the remaining complaints is underway within the prescribed timeline.

Deputy Principal Secretary to the Chief Minister and In-charge of CM Window Monitoring, Ajay Kumar, on Monday reviewed the status of grievance redressal by various departments from Haryana Niwas, Sector-3, Chandigarh. He said that Chief Minister Nayab Singh Saini personally monitors the functioning of the CM Window on a regular basis and continuously receives feedback regarding the disposal of complaints.

Ajay Kumar told the officers that the Chief Minister’s clear message is that whenever a citizen registers a complaint on the CM Window, he or she approaches the Chief Minister with an expectation of justice and assistance. Therefore, negligence or a merely procedural approach at any level will not be tolerated. Every complaint must be resolved in a time-bound, qualitative and fact-based manner.

During the review meeting, he examined 16 complaints on a random basis. Expressing displeasure over unnecessary delays and negligence found in several cases at the departmental level, he directed that departmental notices be issued against the concerned officers.

He also directed the Deputy Director of the Agriculture Department, Fatehabad, to report to the Chief Minister’s Office next Monday regarding the complaint of Banwari Lal, a resident of Dhani Majra village in Fatehabad district, whose Bhavantar Bharpai compensation amount had not been released even after two years.

Similarly, he directed that a show-cause notice be issued to the Sarpanch in connection with allegations of withdrawal of nearly Rs. 68 lakh from the Panchayat fund through fake bills in Nathupur village of Sonipat district. He also directed the issuance of show-cause notices to the concerned officials regarding complaints of alleged illegal excavation and sale of soil from the Begampur Drain in Panipat.

He instructed all Deputy Commissioners, Superintendents of Police and Heads of Departments to regularly review the complaints pending on the CM Window and ensure that grievance redressal is not confined merely to paperwork, but provides actual relief to the complainants.

It is noteworthy that the Haryana Government launched the CM Window on December 25, 2014, on the occasion of Good Governance Day. Initially implemented at the district headquarters, the system was later extended to the sub-divisional level for the convenience of the public. As soon as a complaint is registered, the applicant receives a registration number through SMS, enabling them to track the progress of their complaint online.

The Haryana Government aims to provide transparent, responsive and effective governance through the CM Window so that every citizen’s grievance is resolved in a time-bound manner and public confidence in good governance is further strengthened.OSDs to the Chief Minister, Vivek Kalia and K.S.
