Delhi Police Bust Alleged ISI-Linked Terror Module, Four Arrested Over Attack Plot in Capital

Delhi: The Delhi Police Special Cell has arrested four men accused of planning a terror strike in the national capital under instructions from a Pakistan-based handler, officials said on Thursday. The arrests were made following an intelligence-led operation spanning Delhi and Punjab.

According to police, the accused have been identified as Shubdeep Singh (23), Gurjant Singh (22), Sajan Singh (28), and Gaganpreet (24). Three of them are residents of Punjab, while one was apprehended from Delhi. Authorities said the group was allegedly operating under the guidance of an overseas handler linked to Pakistan’s intelligence network.

During the operation, police recovered two foreign-made pistols, nine live rounds of ammunition, and several mobile phones believed to have been used for encrypted communication. Officials said preliminary investigation suggests the suspects were using international numbers and digital platforms to evade surveillance and maintain contact with their handlers.

Police sources claimed the accused were also involved in receiving consignments of weapons and narcotics via drone drops from across the border. These consignments were allegedly supplied to sustain their operational activities and expand their network.

Investigators further revealed that one of the accused, Gaganpreet, had conducted recce of sensitive locations in Delhi, including police establishments and religious sites. He was reportedly assigned the task of executing a firing incident as part of the alleged conspiracy.

A case has been registered under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Arms Act. The Special Cell is now probing the wider network to identify additional operatives and determine the extent of cross-border linkages.

Officials said initial interrogation indicates the module was in touch with handlers believed to be operating from Pakistan, allegedly receiving instructions and logistical support through covert communication channels.

Further investigation is underway to trace financial transactions, communication records, and possible local support systems that may have assisted the accused in planning the alleged attack. Authorities are also examining whether the group had links to other dormant cells operating in northern India.

The Delhi Police has stepped up surveillance across sensitive zones in the capital following the arrests, while security agencies continue coordinated efforts to dismantle similar networks suspected of operating in the region.
