NIA Charges Four in Grenade Attack on Former Punjab Minister’s Residence

New Delhi: The National Investigation Agency (NIA) has formally filed a chargesheet against four individuals in connection with the grenade attack on the residence of former Punjab minister Manoranjan Kalia earlier this year.

According to official sources, two of the accused — Saidul Ameen from Amroha in Uttar Pradesh and Abhijot Jangra of Kurukshetra in Haryana — have been arrested. The remaining two, identified as Kulbir Singh Sidhu from Yamunanagar and Manish, also known as Kaka Rana, from Karnal (both in Haryana), are currently absconding. All four have been charged under multiple sections of the Unlawful Activities (Prevention) Act, the Explosive Substances Act, and related provisions under case number RC-11/2025/NIA/DLI.

The attack took place in Jalandhar, Punjab, at the home of former BJP minister Manoranjan Kalia, during the night of April 7, 2025. The NIA took over the investigation shortly after, on April 12.

Preliminary investigations revealed that Kulbeer Singh, allegedly associated with the banned outfit Babbar Khalsa International (BKI), was the key conspirator. He allegedly worked with Manish to form a terror cell aimed at targeting political leaders in Punjab. Their objective was reportedly to instill fear and extract funds for BKI operations through intimidation.

Saidul Ameen is believed to have thrown the grenade during the attack, with Kulbir providing him the explosive. Abhijot Jangra allegedly arranged financial support for the operation. Authorities also reported that a poster claiming responsibility was circulated after the attack, further linking Kulbir and Manish to the conspiracy.

The NIA has already issued a red corner notice against Kulbir Singh, who remains at large and carries a reward of Rs 10 lakh for information leading to his capture. He is also named in another NIA case connected to the targeted killing of a Vishva Hindu Parishad leader in 2024.

Efforts are ongoing to apprehend the absconders and uncover additional operatives connected to the BKI network within India.
