New Delhi: Union Home Minister and Minister of Cooperation, Shri Amit Shah, reiterated that the Modi government is committed to standing by the people of Punjab affected by recent floods.

Punjab Chief Minister Shri Bhagwant Mann met Shri Shah in New Delhi to provide an update on the damages caused by the monsoon floods and sought additional funds for disaster relief and recovery efforts. During the discussion, the Chief Minister was informed that the State Disaster Response Fund (SDRF) has a balance of Rs 12,589.59 crore, available for immediate relief and restoration work in accordance with government norms.

The Central Government has extended prompt support through its agencies for search, rescue, and emergency restoration operations. Prime Minister Shri Narendra Modi had visited Punjab on September 9, 2025, to review the situation on the ground. Out of the ₹1,600 crore announced as financial assistance, Rs 805 crore—including Rs 170 crore sanctioned by NHAI—has already been disbursed to the state government and intended beneficiaries. The remaining amount will be released once Punjab submits the required details.

An Inter-Ministerial Central Team (IMCT) was formed on September 1, 2025, prior to receiving a formal memorandum from the state. The team visited flood-affected areas from September 3 to 6 for on-site assessment. Punjab has yet to submit a detailed memorandum, which will be considered by the Centre in line with government-approved procedures.

Shri Shah also highlighted that the state can prepare a comprehensive recovery and reconstruction plan to restore damaged infrastructure and livelihoods. The Ministry of Home Affairs (MHA) had issued guidelines on August 14, 2024, for funding recovery and reconstruction under SDRF and NDRF. These guidelines require states to conduct a Post Disaster Needs Assessment (PDNA) in consultation with SDMA or NDMA to evaluate recovery and reconstruction requirements.
