Shimla: Under the visionary leadership of Chief Minister Thakur Sukhvinder Singh Sukhu, the state government is advancing digital governance to make administration more transparent, efficient and citizen-centric in the state. By leveraging technology to simplify procedures, improve departmental coordination and enhance public service delivery, the state government is building a more accessible and accountable administrative system, particularly suited to the geographical challenges of a mountainous state.
A key step in this transformation is the digitisation of administrative processes. The Annual Performance Appraisal Report (APAR) Portal has streamlined the assessment of government officers and officials through online appraisal, review and acceptance, supported by Annual Work Plans and measurable performance goals.

Further advancing the vision of paperless governance, the Document Management System (DMS) enables digital storage, retrieval and management of official records. Its AI-enabled features, including document summarisation and contextual and keyword-based searches, help official’s access essential information from lengthy documents more efficiently.
Building on these administrative reforms, the HimSeva Portal brings government services together on a unified digital platform, facilitating online applications, workflow management, document verification, payments and service delivery.
These initiatives reflect the state government’s sustained efforts to modernise governance through technology. From performance monitoring and paperless administration to grievance redressal, integrated service delivery and coordinated welfare management, Himachal Pradesh is strengthening the digital systems that connect government institutions with citizens.
