BISHKEK — Prime Minister Narendra Modi on Tuesday issued a strong call to dismantle the entire terror ecosystem with zero tolerance for double standards, urging member nations of the Shanghai Cooperation Organisation (SCO) to deliver a clear message against state-supported terrorism. Addressing the 26th SCO Summit in Bishkek, Kyrgyzstan, Modi underscored that terrorism must never be treated as a strategic asset by any country. The remarks were delivered during a high-level roundtable attended by leaders from across Eurasia, including Pakistan Prime Minister Shehbaz Sharif, Chinese President Xi Jinping, Russian President Vladimir Putin, and other member state heads.
Outlining a comprehensive 10-point actionable agenda, Modi called upon the grouping to fortify the core pillars of security, connectivity, and opportunity while transitioning from visionary statements into measurable outcomes. Counter-terrorism dominated his address, with the Prime Minister stressing the urgent necessity of neutralizing terrorist financing, recruitment networks, online radicalization, and safe havens. He affirmed that global counter-terror efforts cannot remain constrained by selective approaches or an action-reaction mindset.
Turning to regional stability, the Prime Minister emphasized the importance of sustained humanitarian assistance and development support for the Afghan people. He warned that unresolved geopolitical conflicts create ripple effects that disrupt global energy security, maritime corridors, and international supply chains, placing the heaviest burden on the Global South. Consequently, he advocated for the resolution of all disputes through dialogue and diplomacy rather than military escalation.
Modi also advocated for enhanced regional collaboration against drug trafficking and organized crime through institutionalized SCO security mechanisms. Addressing regional integration, he reiterated that trade and infrastructure connectivity corridors must strictly respect the national sovereignty and territorial integrity of all member states in accordance with the SCO Charter. He proposed streamlining customs procedures, expanding digital documentation, and optimizing logistics networks while placing youth, entrepreneurs, and farmers at the centre of civilizational and scientific exchanges.
