Lok Sabha Passes Births and Deaths Bill Amid Opposition Protests and Parliament Deadlock

New Delhi: The Union Cabinet, chaired by Prime Minister Narendra Modi, convened at the Parliament complex on Friday as both Houses experienced sustained disruptions driven by Opposition protests. Despite persistent slogan-shouting and heavy uproar in the Lower House, the Lok Sabha managed to pass the Registration of Births and Deaths (Amendment) Bill, 2026, by voice vote before proceedings were adjourned for the day. Opposition members continued to demand the resignation of Union Home Minister Amit Shah and raised objections over recent police actions against student demonstrators, creating a hostile environment within the chamber.

The newly passed legislation seeks to amend the Registration of Births and Deaths Act, 1969, by introducing tighter rules for delayed registrations. Under the revised framework, any birth or death that remains unregistered for more than two years will now require formal approval from a First Class Judicial Magistrate rather than an executive authority. The measure aims to improve civil registration accuracy and streamline national demographic records while discouraging systemic delays in reporting vital events.

Addressing the assembly during the chaos, Union Parliamentary Affairs Minister Kiren Rijiju criticized Opposition members for disrupting legislative business after having previously agreed to the scheduling of the bill in the Business Advisory Committee. He emphasized that the government favored comprehensive participation from all members and cautioned the Opposition against claiming outside Parliament that the measure had been pushed through without opportunity for debate. Following the passage of the bill and continued noise, the Lok Sabha was adjourned until Monday, August 3.

Simultaneously, the Rajya Sabha faced similar resistance as Opposition members trooped into the chamber to protest multiple issues, including police action during student demonstrations surrounding the National Eligibility cum Entrance Test. Unable to restore order amidst the continuous din, the presiding authority adjourned the Upper House for the day. Both chambers of Parliament are scheduled to resume their normal business sessions on Monday at 11 am.
