New Delhi: Radical preacher and Khadoor Sahib Member of Parliament Amritpal Singh, currently detained in Assam’s Dibrugarh Central Jail under the National Security Act, has formally written to Lok Sabha Speaker Om Birla seeking permission to attend the ongoing parliamentary session in New Delhi. Sources confirmed on Saturday that the letter was submitted to the Speaker’s office for formal consideration, requesting that arrangements be made to allow the newly elected lawmaker to participate in the proceedings of the House despite his ongoing judicial detention.
Amritpal Singh, who won the Khadoor Sahib parliamentary seat as an independent candidate during the 2024 Lok Sabha elections while incarcerated, previously received temporary parole in July 2024 to take his oath as a Member of Parliament inside the Speaker’s chamber. However, under standard parliamentary procedure and legal regulations governing detained legislators, attending active House debates requires specific judicial clearance or administrative permission from the Ministry of Home Affairs alongside sanction from the Lok Sabha Speaker.
The request comes at a time when parliamentary sessions are actively underway, placing the decision squarely on the Speaker and legal authorities regarding the protocols for granting custody parole to an incarcerated MP for legislative duties. Legal experts note that while oath-taking is a constitutional mandate for assuming office, regular participation in parliamentary debates by individuals detained under preventive detention laws remains subject to strict administrative and court oversight.
