Punjab News: AAP Alleges Centre Targeting Punjab’s Water Rights Over BBMB Changes, Warns of Legal Action

CHANDIGARH, April 15, 2026: Aam Aadmi Party (AAP) Punjab State Media In-charge Baltej Pannu on Wednesday strongly criticised the BJP-led Central Government over recent changes in the Bhakra Beas Management Board (BBMB), alleging that the move is part of a larger plan to take control of Punjab’s river waters and weaken the state’s authority over its resources.

Addressing a press conference in Chandigarh, Pannu said that Punjab has historically faced repeated injustices but has always responded with resilience. He added that, unfortunately, at times even leaders from within the state contributed to weakening Punjab’s position.

AAP Raises Concerns Over BBMB Rule Changes and Water Control

Baltej Pannu stated that opening key BBMB posts to candidates from across the country violates the spirit of the Punjab Reorganisation Act, 1966, as well as the arrangements made during the formation of BBMB.

He said that these positions were originally meant for Punjab, and the Centre is now attempting to place its own officers in these roles to influence decisions related to the state’s water resources.

Linking the issue to water sharing, Pannu pointed out that Haryana had already used up its allocated share of water last year and later demanded additional supply. He said Punjab had advised Haryana to use its share carefully, and any mismanagement cannot be blamed on Punjab.

Reference to SYL Issue and Past Decisions

Pannu also referred to the long-standing Satluj-Yamuna Link (SYL) canal issue, stating that past decisions by previous Congress and Akali governments had harmed Punjab’s interests.

He mentioned key developments during the tenure of former leaders, including agreements, land allocations and foundation-laying events, which he claimed led to unrest in the state. He said that people of Punjab still remember those decisions.

Praising Chief Minister Bhagwant Singh Mann, Pannu said the current government has taken a firm stand on SYL and clearly stated that if it is a Satluj-Yamuna Link, then Yamuna water should also reach Punjab.

Focus on Irrigation Reforms and Groundwater Recovery

Highlighting the state government’s efforts, Pannu said that Punjab has significantly increased the use of canal water in recent years, reducing dependence on groundwater.

He stated that canal water usage has increased from 22% in 2022 to nearly 80% now and is expected to reach 90% soon. This, he said, has started improving groundwater levels in several areas.

Pannu also pointed out that Punjab has already suffered due to excessive groundwater extraction and the harmful impact of pesticides, which has led to serious health issues among people.

Political Allegations and Warning to Centre

Baltej Pannu alleged that there are attempts to weaken Punjab politically by interfering in institutions and raising disputes over important issues.

He also questioned leaders who switched from Congress to BJP, asking them to clarify whether they stand with Punjab’s interests.

Reaffirming the state government’s position, Pannu said that Punjab will strongly oppose any move that harms its rights.

He added that the government is ready to take all possible steps, including legal action and approaching the Supreme Court, to protect Punjab’s water and resources.

“Punjab will not bow down to such conspiracies, and we will fight at every level to safeguard our rights,” he said.
