Haryana Civil Services Officers’ PAR to Be Filed Online, Govt Issues Directions

Chandigarh: The Haryana Government has directed all departments to ensure online filing of Performance Appraisal Reports (PARs) of Haryana Civil Service (Executive Branch) officers for the year 2025–26 through the state’s intranet portal. According to an official communication issued by Haryana Chief Secretary  Anurag Rastogi, the PARs of HCS officers will be recorded online at http://intrahry.gov.in and must be finalised by December 31, 2026.

All Administrative Secretaries, Heads of Departments, Divisional Commissioners, Deputy Commissioners and heads of boards and corporations have been asked to ensure compliance with these instructions. Officials said officers will be able to access the portal using their Payee Code and registered mobile number on the HRMS portal, which will serve as their login credentials. Authentication will be carried out through a One-Time Password (OTP) sent to the registered mobile number. The system also allows authentication through Digital Signature Certificates (DSC) or by uploading scanned signatures.

The Personnel Department has also prescribed a detailed timeline for completion of the appraisal process. Officers must submit their self-appraisal by May 31, the reporting authority must complete its assessment by July 31, the reviewing authority by September 30, and the accepting authority must finalise the report by December 31, 2026. A health check-up has been made mandatory for HCS officers above 40 years of age, and a summary of the medical report must be uploaded along with the self-appraisal. The circular further states that performance will be evaluated through a numerical grading system on a scale of 1 to 10, covering work output, personal attributes and functional competencies. The online system will automatically forward reports if authorities fail to act within the stipulated timeframe, ensuring timely completion of the appraisal process.
