CHANDIGARH: The Punjab government has suspended PCS (Provincial Civil Service) Officer Gurwinder Singh Johal, currently posted as the Regional Transport Officer (RTO) in Ropar (Rupnagar), with immediate effect. The disciplinary action was taken due to a significant delay in the timely provision of buses for the ‘Light and Sound Show’ held as part of the Shaheedi Samagam (Martyrdom Commemoration) honoring Sri Guru Tegh Bahadur Ji.
The government order suggests that the delay was deemed a serious lapse in duty during a major state-level religious and commemorative event, prompting the swift action against the officer.

Key Points of the Suspension Order
The action against Gurwinder Singh Johal (PCS) was initiated under the rules of the Punjab Civil Services (Punishment and Appeal) Rules. The official order outlines the following:
Immediate Suspension: Gurwinder Singh Johal, RTO Rupnagar, has been suspended from his government service immediately.
Subsistence Allowance: He will be entitled to a Subsistence Allowance during the period of suspension, as per the established rules. This allowance is the portion of salary provided to an officer while they are under suspension.
Headquarters Restriction: His headquarters during the suspension period will be Chandigarh. He is barred from leaving Chandigarh without the explicit prior permission of the competent authority.
The move underscores the Punjab government’s strict policy against official negligence, particularly concerning the logistics for important state and religious functions.
