Haryana to Launch Automated Revenue System Next Month, Pushes Paperless Governance

Chandigarh– Haryana is set to roll out an automated revenue administration system next month, marking a major step toward paperless and citizen-centric governance under Chief Minister Nayab Singh Saini. Leading the reform push, Financial Commissioner Revenue & Disaster Management Dr. Sumita Misra chaired a high-level review meeting, directing swift implementation with a focus on urgency, accountability, and technology. Nearly 1,900 newly trained, tech-savvy patwaris will be deployed across districts to strengthen the digital ecosystem, while Deputy Commissioners have been instructed to clear all pending cases within strict timelines, ensuring zero pendency beyond five days.

These digitally skilled patwaris will handle core land governance functions, including Aadhaar integration of land records, updating Lal Dora maps, rover-based land demarcation, verification under AgriStack, and speedy disposal of Khana Kasht cases. Authorities have been directed to reduce pending mutation cases to near zero to enable seamless auto-mutation, while fast-tracking approvals without compromising accuracy. The state has already seen strong progress in digital governance, with over 3.23 lakh paperless registration applications processed (around 84% approved) and nearly 85% of geo-referenced villages integrated into the Bhu-Naksha portal, improving transparency and accessibility of land records.

Agricultural digitisation is also advancing, with significant progress in the AgriStack Farmer Registry, over 54% completion of the Digital Crop Survey, and about 86% Jamabandi updates. The upcoming unified platform will integrate mutation, registration, and record management, allowing citizens to upload documents, access records online, and receive faster approvals with minimal physical visits. Additionally, under the Yuva Aapda Mitra Scheme, more than 5,000 youth volunteers are being trained in disaster preparedness, with ongoing expansion across multiple districts, further strengthening Haryana’s grassroots resilience and governance framework.
