CHANDIGARH, April 20, 2026: Punjab is set to take a major leap towards transforming its agricultural landscape, as Chief Minister Bhagwant Singh Mann announced plans to establish a dedicated Horticulture Experience and Learning Center in the state. The proposed facility will be developed on the lines of the globally acclaimed World Horti Center ecosystem, aiming to accelerate crop diversification and introduce modern, high-efficiency farming practices.
The announcement follows the Chief Minister’s visit to the Netherlands as part of an investment promotion outreach, where he explored advanced horticulture systems and sustainable agricultural practices.
Learning from Global Leaders in Horticulture
During his visit, Bhagwant Mann toured the World Horti Center (WHC) in Westland, a global hub known for innovation in greenhouse horticulture. He was received by senior officials including CEO Puck van Holsteijn and international business experts, who provided a comprehensive overview of the integrated ecosystem.

The Chief Minister described the experience as highly insightful, highlighting how the Netherlands has successfully combined research, education, technology, and industry collaboration to transform traditional farming into a highly productive and sustainable sector.
He noted that greenhouse and controlled-environment agriculture significantly improve crop yields while reducing water consumption and dependence on pesticides. These practices, he said, could play a key role in helping Punjab farmers move away from water-intensive crops and adopt more sustainable alternatives.
Technology-Driven Farming and Water Management
Bhagwant Mann emphasized that modern agriculture in the Netherlands relies heavily on automation, robotics, artificial intelligence, and precision irrigation systems. These technologies help optimise plant growth, improve resource efficiency, and ensure climate-resilient production.
He also pointed out innovative water management practices such as rainwater harvesting, reuse of irrigation water, and controlled nutrient delivery systems. According to him, adopting such methods in Punjab could address pressing issues like groundwater depletion and rising input costs for farmers.
The Chief Minister added that discussions were held on potential collaborations, including knowledge exchange and technology partnerships, with both sides expressing willingness to work together.
Insights from Keukenhof Floriculture Model
During the visit, Bhagwant Mann also toured Keukenhof in Lisse, one of the world’s most renowned floriculture destinations.
He observed the unique operational model where nearly 7 million flower bulbs are planted annually during autumn and bloom in a carefully managed 7–8 week period in spring. Spread across around 32 hectares, Keukenhof represents a highly organised and export-oriented horticulture ecosystem.
The Chief Minister said that this model integrates production, tourism, and global marketing, offering valuable lessons for Punjab in developing floriculture clusters, boosting exports, and promoting agri-tourism.
Boost to Crop Diversification and Farmer Income
Highlighting the significance of the proposed horticulture center, Bhagwant Mann said it will act as a platform bringing together researchers, academic institutions, industry partners, and government agencies.
The center will focus on skill development, innovation, and adoption of sustainable farming practices, enabling farmers to diversify crops and increase their income.
He stressed that Punjab needs to break free from the cycle of water-intensive crops and move towards high-value agriculture supported by modern technology.
Strengthening Investment and Global Partnerships
The Chief Minister said that the visit will also help strengthen economic cooperation between Punjab and international partners. He showcased the state’s Industrial and Business Development Policy (IBDP) 2026, which offers a flexible incentive framework and promotes ease of doing business.
He added that Punjab aims to build long-term, technology-driven partnerships, encourage knowledge sharing, and position itself as a progressive and globally competitive hub for sustainable agriculture.
