Punjab News: AAP MP Malvinder Kang Raises Women’s Reservation, Delimitation Concerns in Parliament

New Delhi/Chandigarh, April 16, 2026: Aam Aadmi Party (AAP) Member of Parliament from Sri Anandpur Sahib, Malvinder Singh Kang, strongly presented the party’s stand in Parliament on two key national issues — women’s reservation and delimitation — urging the central government to act responsibly while safeguarding the federal structure of the country.

Speaking during the parliamentary proceedings, Kang made it clear that the Aam Aadmi Party fully supports the Women’s Reservation Bill passed in 2023 and demanded that it be implemented at the earliest without any delay.

AAP Backs Women’s Reservation, Calls for Immediate Implementation

Malvinder Singh Kang stated that the AAP, under the leadership of Arvind Kejriwal and Punjab Chief Minister Bhagwant Singh Mann, firmly supports women’s empowerment and equal political representation.

Highlighting India’s cultural and spiritual roots, Kang said that respect for women has been deeply embedded in society, particularly through the teachings of Sikh Gurus. He recalled that at a time when regressive practices like Sati were prevalent in India, Guru Ramdas Ji and Guru Arjan Dev Ji raised their voices against such customs and promoted dignity for women.

He further pointed out that even before many developed nations granted voting rights to women, the Shiromani Gurdwara Parbandhak Committee (SGPC) had already ensured women’s voting rights as early as 1920, reflecting progressive thinking within Punjab’s social framework.

Kang stressed that the Women’s Reservation law should not remain only on paper and must be implemented on the ground to ensure real empowerment of women in political decision-making.

Strong Opposition to Delimitation, Raises Federal Concerns

While supporting women’s reservation, Kang also strongly criticised the central government on the issue of delimitation, warning that it could reduce the political representation of smaller states like Punjab.

He alleged that there is a deliberate attempt to weaken states with lower population growth by reducing their share of seats in legislative bodies. Kang said that such a move would be unfair and would go against the spirit of cooperative federalism.

Highlighting Punjab’s contribution to the nation, he said that despite having only around 2% of India’s population, Punjab made immense sacrifices during the freedom struggle. However, due to declining political representation, the state has already faced losses, including issues related to its capital Chandigarh and reduced influence in institutions managing key resources like the Bhakra Dam.

Population Control and Its Political Consequences

Kang argued that India is a union of states, and all states must be treated fairly regardless of their population size. He said that when the central government encouraged population control, Punjab implemented it effectively.

However, he pointed out that the same policy is now working against Punjab, as the state is facing a reduction in representation in both the Lok Sabha and the Vidhan Sabha due to its lower population growth.

He warned that delimitation based purely on population could lead to an imbalance in political power and give undue advantage to certain regions.

Warning Against Misuse of Power

The AAP MP further alleged that the central government could misuse its parliamentary majority to redraw constituencies in a manner that serves its political interests.

He cautioned that such actions would not only weaken smaller states but also damage the federal structure of the country, which ensures balanced representation and shared governance.

Concluding his speech, Malvinder Singh Kang reiterated that while the implementation of the Women’s Reservation law is essential and must be expedited, it should not come at the cost of undermining the rights of states.

He urged the central government to respect the federal framework and ensure that delimitation is carried out in a fair and transparent manner without harming the interests of states like Punjab.

Kang emphasised that true progress lies in empowering women while also protecting the democratic and federal values that form the foundation of the nation.
