CHANDIGARH, April 3, 2026: Punjab Chief Minister Bhagwant Singh Mann presented the four-year report card of his government under the “Shandaar Chaar Saal Bhagwant Mann De Naal” campaign, highlighting major achievements in jobs, digital governance, and transparency.

He described the government’s work as a shift towards transparent, accountable, and people-centric governance, focusing on delivering benefits directly to citizens.

Record 65,264 Government Jobs in 4 Years

CM Mann said that the Punjab government has provided a record 65,264 government jobs in the last four years, the highest ever in the state’s history.

He shared department-wise figures, stating that 16,308 jobs were given in the education sector, 12,966 in Punjab Police, 8,765 in the power department, 16,320 in health and medical education, and 5,771 in local bodies.

He emphasized that all recruitments were done transparently, based purely on merit, without any bribery or recommendation. He also noted that there were no paper leak incidents and no recruitment process was challenged in courts.

The Chief Minister added that these employment opportunities have reduced the trend of youth migrating abroad, with many returning to Punjab to take up government jobs.

Rapid Progress Towards Digital Punjab

CM Mann highlighted that Punjab is moving fast towards becoming a digital state. Through 544 service centres, more than 465 services are being provided to citizens.

Around 30 lakh people are availing these services every month, and over 8.20 crore services have been delivered digitally so far.

He added that certificates like birth, death, and marriage are now being sent through SMS and WhatsApp, with over 1 crore certificates issued digitally.

Doorstep Services and Citizen-Centric Governance

The Chief Minister spoke about the “Bhagwant Mann Sarkar Tuhade Dwar” scheme, under which citizens can access 437 services from home through the 1076 helpline.

So far, over 2.66 lakh people have benefited from this initiative, especially elderly citizens and those unable to visit government offices.

Strict Action Against Corruption

Reiterating a zero-tolerance policy against corruption, CM Mann said that the anti-corruption helpline launched on March 23, 2022 has received 12,218 complaints.

Out of these, 275 FIRs have been registered and 341 people arrested, including government officials, employees, and police personnel.

He said the vigilance bureau has carried out multiple raids and taken strict action against those found guilty, ensuring accountability in governance.

Focus on Skill Development and Employment

The government has launched a skill development mission with multi-skill centres set up in cities like Amritsar, Bathinda, Hoshiarpur, Jalandhar, and Ludhiana.

About 1.25 lakh youth have received training under this program, out of which 73,250 have already been placed in jobs.

The Chief Minister also mentioned partnerships with companies like Microsoft and IBM for training in AI, cybersecurity, and cloud technologies.

Additionally, self-employment camps and job fairs have helped lakhs of youth find employment or start their own businesses.

Reforms in Land, Transport and Administration

CM Mann said that the “Easy Registry” system has reduced corruption in property registration and eliminated middlemen. Over 6 lakh documents have been registered since July 2025 through this system.

He also highlighted the launch of faceless RTO services in Punjab, under which 56 services, including driving licences and RC, are now available online.

Farmer Welfare and Policy Measures

The Chief Minister said that the government is exploring a plan to shift high-tension electricity lines underground in agricultural areas to benefit farmers and reduce risks.

He also announced that a special Assembly session will be held on Baisakhi to bring stricter laws against sacrilege, with provisions for strong punishment.

Wheat Procurement and Centre-State Issues

Addressing concerns of commission agents, CM Mann said that the Punjab government is fully prepared to ensure smooth wheat procurement.

He added that the issues raised by arhtiyas have been repeatedly taken up with the central government, but no concrete response has been received yet.

Government’s Vision for Transparent Governance

CM Mann said that the government is using public money for public welfare, ensuring development in sectors like education, healthcare, infrastructure, and employment.

He concluded by saying that this is just a four-year report card, and more reforms and development initiatives will follow in the coming years.

Cabinet Minister Aman Arora and other dignitaries were also present on the occasion.
