New York: A sharp exchange at the United Nations Security Council led to a tense diplomatic moment after Pakistan’s envoy appeared to acknowledge criticism directed at his country during discussions on Afghanistan and regional security.
India’s Permanent Representative to the United Nations, Ruchira Kamboj’s successor P. Harish, addressed the council without directly naming Pakistan while raising concerns about air strikes in Afghanistan and the continued threat of cross-border terrorism in South Asia. However, Pakistan’s envoy Asim Iftikhar Ahmad responded by defending his country, effectively confirming that the remarks were aimed at Islamabad.
During the debate at the United Nations Security Council, Harish criticised military actions carried out during the Islamic holy month of Ramadan, saying such operations contradicted claims of adherence to international law and religious solidarity. He stated that recent air strikes had resulted in civilian casualties, many of them women and children.
The Indian diplomat also emphasised the need for stronger global cooperation against terrorism, warning that extremist groups continue to pose a serious threat to regional stability. He urged coordinated international efforts to prevent organisations such as Islamic State and Al‑Qaida, along with South Asia-focused militant groups like Lashkar‑e‑Taiba and Jaish‑e‑Mohammed, from carrying out cross-border attacks.
Although Pakistan was not directly named in Harish’s speech, Ahmad’s response suggested the comments were directed at his country. He argued that India’s stance stemmed from longstanding hostility and alleged that New Delhi’s policies in Afghanistan were intended to destabilise Pakistan.
Ahmad also claimed that Pakistani operations had targeted militant infrastructure inside Afghanistan. In his remarks, he suggested that such actions had undermined what he described as India’s “investments” in the country, a statement interpreted by Indian officials as a reference to development and humanitarian projects funded by New Delhi.
India, however, strongly rejected those allegations. In his response, Harish said India’s engagement with Afghanistan has focused exclusively on humanitarian assistance and development support for the Afghan people. He added that the nature and scale of India’s contributions were widely recognised internationally.
According to Indian officials, New Delhi has provided extensive aid to Afghanistan in recent years, including shipments of wheat, medicines, vaccines and agricultural supplies. Thousands of Afghan students have also benefited from scholarship programmes, with special initiatives supporting women’s education and entrepreneurship.
Harish also referred to the achievements of the Afghanistan national cricket team, praising their performance in international competitions and noting that their success had brought hope and pride to people in Afghanistan despite ongoing challenges.
The exchange highlighted the deep geopolitical tensions surrounding Afghanistan’s security situation, with competing narratives emerging over regional influence, humanitarian assistance and counter-terrorism operations. While the debate ended without a formal resolution, it underscored the continuing diplomatic friction between India and Pakistan on global platforms.
