CM Saini Outlines Development Roadmap for Haryana Under Vision–2047

Chandigarh: Haryana Chief Minister Nayab Singh Saini said that Haryana will prove to be the growth engine of Developed India–2047. To ensure that Haryana’s contribution is useful in the national interest, work is being carried out in a planned manner. Haryana Vision Document–2047 has been prepared through extensive consultation, in-depth study, and participation of experts.

Nayab Singh Saini said this while speaking at the pre-budget workshop organised at the Gurugram University Auditorium in view of Haryana Vision–2047 on Tuesday. Notably, with the objective of the Haryana Vision 2047 roadmap, the Chief Minister held detailed discussions on every aspect during the pre-budget consultation meeting organised with stakeholders from the industry, health, IT, and education sectors for the financial year 2026–27. Representatives of various organisations associated with industry and manufacturing units shared their suggestions for the upcoming budget.

Industry and Commerce, Environment, Forest and Wildlife Minister, Rao Narbir Singh, Pataudi MLA, Bimla Chaudhary, Gurugram MLA, Mukesh Sharma, senior officers also attended the meeting.

Developmental transformation is now visible

The Chief Minister said that a major developmental transformation has been visible over the past 11 years. Along with positive changes, the government is moving forward in the direction of holistic development. He said that the government has constituted a Department of Future, which will prove effective amid emerging global changes. This type of workshop is being organized with the aim of imparting knowledge and vision.

Roadmap for development prepared based on six strategic themes

The Chief Minister said that departmental plans will have to be linked with a clear vision and focus must be placed more on outcomes than activities. Bringing meaningful improvement in the lives of citizens is the priority of the Haryana government. He informed that as a result of this meaningful brainstorming with stakeholders, the Haryana government will play its role in realizing the dream of Developed India 2047 by focusing on six pillars. He said that the Haryana Vision Document–2047 has been prepared based on six strategic themes. These include finance and security, education, skill development and employability, health and nutrition, agriculture, food security and environmental conservation, infrastructure development, and projects based on regional development and local self-governance. The Chief Minister said that the budget for the financial year 2026–27 will also be fully aligned with all these themes.

Senior officers gave theme-based presentations during pre-budget deliberations

Under the Haryana Vision 2047 roadmap, in the pre-budget deliberation workshop, in-depth discussions were held on various theme spotlights towards making the state developed, inclusive, and self-reliant by the year 2047. In the programme, the presentation related to health and nutrition was given by the Additional Chief Secretary, Health and Medical Education Department, Haryana Government, Sudhir Rajpal. On the subject of education, skill development and employability, Additional Chief Secretary, Higher and School Education Department, Vineet Garg shared his views. Similarly, on the subject of regional development and local self-governance, Additional Chief Secretary, Town & Country Planning and Urban Estates Department, A.K. Singh provided information. On agriculture, allied sectors, food and environment, Principal Secretary, Agriculture and Farmers’ Welfare Department, Pankaj Agarwal gave a presentation. On the subject of finance and security, Commissioner and Secretary, Finance Department, Mohammed Shayin gave a presentation and apprised the participants of the details.

On infrastructure development, Commissioner and Secretary, Industry and Commerce Department, Dr. Amit Agrawal elaborated on aspects related to the development of the state’s industrial and basic infrastructure. In the same sequence, a joint presentation was given by Commissioner and Secretary, Development and Panchayat Department, Dr. Saket Kumar.

The pre-budget workshop was attended by NITI Aayog member, Ramesh Chand, Chief Principal Secretary to the Chief Minister Rajesh Khullar, Additional Chief Secretary, Home Department, Dr. Sumita Misra, Principal Secretary to the Chief Minister, Arun Kumar Gupta, OSD to the Chief Minister Dr. Raj Nehru, Chief Advisor, GMDA, D.S. Dhesi, Vice Chancellor, Gurugram University Professor, Dr. Sanjay Kaushik, Deputy Commissioner, Ajay Kumar and other dignitaries.
