Parliament to Begin Winter Session Tomorrow; Key Bills and Financial Business on Agenda

New Delhi: Parliament will open its winter session on Monday, December 1, with an extensive agenda that includes major legislative and financial business. The 6th Session of the 18th Lok Sabha and the 269th Session of the Rajya Sabha will run until December 19, according to officials familiar with the plans.

Sources said the government is preparing to introduce several significant bills after receiving the President’s recommendation. Among these are the Health Security and National Security Cess Bill, 2025; the Manipur Goods and Services Tax (Second Amendment) Bill, 2025; and the Central Excise (Amendment) Bill, 2025.

The Health Security and National Security Cess Bill has been cleared under Article 117(1) and Article 274(1), with consideration permitted under Article 117(3). The Manipur GST (Second Amendment) Bill has been approved under Article 207(1) and 207(3), while the Central Excise amendment has received the required approvals under Articles 117 and 274.

A wide set of other bills is also expected to appear on the legislative agenda. These include the Jan Vishwas (Amendment of Provisions) Bill, 2025; Insolvency and Bankruptcy Code (Amendment) Bill, 2025; Repealing and Amending Bill, 2025; National Highways (Amendment) Bill, 2025; Atomic Energy Bill, 2025; Corporate Laws (Amendment) Bill, 2025; Securities Markets Code Bill, 2025; Insurance Laws (Amendment) Bill, 2025; Arbitration and Conciliation (Amendment) Bill, 2025; and the Higher Education Commission of India Bill, 2025.

On the financial front, lawmakers will take up the presentation and voting on the first batch of Supplementary Demands for Grants for 2025–26, along with the related Appropriation Bill.

The winter session includes 15 sittings over 19 days. Private Members’ Bills will be discussed on December 5 and 19, while Private Members’ resolutions are scheduled for December 12.

Opposition parties under the INDIA bloc are also preparing for the session. Floor leaders will meet on Monday at the office of Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge. The Congress is expected to press for a debate on repeated remarks by US President Donald Trump regarding mediation between India and Pakistan during Operation Sindoor, as well as issues linked to India–China trade relations.

Ahead of the session, Parliamentary Affairs Minister Kiren Rijiju is chairing an all-party meeting to build consensus on the upcoming agenda.
